瑞士洛桑管理學院（IMD）最新公布的《2018年IMD世界人才報告》，香港痛失亞洲榜首，被新加坡超前，而全球排名亦較2017年下跌6位，位列第18位。行政長官林鄭月娥直言「不會因此灰心」，更會被激勵「要做得更好」，又稱會投放更多資源以培育教育人才。
行政長官林鄭月娥今日（20日）早上出席行政會議前表示，不清楚有關報告收集及統計資料的時間，重申自己上任後重視培育人才，已在教育新投入83億元經常性款項撥款，她認為，全球都在競爭人才，尤其是創新及科技方面的人才，她稱「不會因此灰心」，更被激勵「要做得更好」，將投放更多資源加強學生創意。

另外，剛完成的亞太經濟合作組織（APEC，簡稱亞太經合組織）外訪的她表示，APEC屬她本人本月的第四次出訪，亦是2018年外訪尾聲，並透露將於下月將到北京進行年度述職。她稱自己上任以來已外訪逾30次，形容行政長官頻密外訪對香港有碑益，如開拓更多機遇、加強海內外聯繫等。她預計自己2019年的外訪程度將保持頻密。
