Theft by Sleight of Hand

Since July this year, Police have received several reports of theft involving similar modus operandi committed by culprits who are believed to be foreigners of Middle Eastern descent. Most of the cases occurred in merchandise stores or F&B outlets located within shopping malls. So far, cases have been reported in Orchard Road, Temasek Boulevard, North Bridge Road, Cairnhill Road, Raffles Boulevard, Harbourfront Walk, Victoria Street, and Syed Alwi Road.
Modus Operandi
The culprits are known to operate in groups of twos or threes and would typically approach the victim – in most cases the cashier – on the pretext of either changing cash; making a small purchase; or requesting to view the variety of Singapore cash denominations in the cash register. While conversing with the victim, one of the culprits would take a stack of notes either from the victims’ hands or directly from the cash register and pretend to count them or browse through them out of interest. The culprits are known to make various excuses to get hold of the money, such as feigning displeasure at the cashier's slow speed, claiming that the change amount was wrong, etc. Meanwhile, the other culprit(s) would distract the victim by making other enquiries, so that the their accomplice would be able to siphon off some of the cash which he/she managed to get hold of. The stack of notes would be returned to the victim thereafter without him/her realising that some of the money had been stolen until it was too late.
Thus far, the culprits have managed to successfully steal cash amounting to about $6,300.
Appeal for Information
It is believed that there may be more than one group of culprits involved in these cases. Police are looking for the 2 groups of people shown in the following pictures to assist with investigations into the cases.

He is described as having fair complexion, well-built, about 1.75 meters tall and has short black hair with long sideburns. The second man is described as having fair complexion, about 1.8 meters tall and spotting short black hair. The woman is described as having fair complexion, about 1.6 meters tall and spotting shoulder length light brown hair. All three are in their mid-30s and are believed to be foreigners.

In the second group, the woman is described as having fair complexion, and was last seen wearing a dress. The first man has fair complexion, has black wavy hair and is slim in built. He was last seen wearing a white short sleeve shirt and a pair of sunglasses. The second man has short black hair, is slightly plump in built, and was last week wearing a dark coloured polo t-shirt with dark pants.
Anyone with information on the said persons is requested to call the Police Hotline at 1800-2550000. All information will be kept strictly confidential.
Crime Prevention Advisory
Police strongly encourage retailers and cashiers to adopt the following crime prevention measures:
a. Be wary of customers who cannot seem to make up their minds when paying, especially if large denomination notes are used to pay for a small value item or if asked to change large denomination notes into smaller denominations;
b. If the customer wants to return the cash after it has changed hands, the cashier should count the cash before returning notes of larger denominations to the customer. If available, a cashier's assistant should observe the transaction and take note of the customer’s description;
c. Cashiers should never allow customers to handle the cash in the cash register or handover stacks of notes for the customers to count;
d. Should a customer reach out and attempt to take some notes from the till on the pretext of helping the cashier to count, the cashier should close the till immediately;
e. If the customer makes an unreasonable claim that he has not received his money back and demands his change back, the cashier should alert the manager/security personnel immediately for verification;
f. During peak hours, cashier should decline requests for change of larger notes politely by citing the long queue as a reason. Do not attempt to show the customers that you are left with insufficient notes in the cash register as the culprit may take the opportunity to reach into the cash register;
g. Lastly, CCTVs should be strategically positioned to cover the cashier counter and allow the image of customers to be captured.

Two Pakistanis Arrested For Theft By Sleight Of Hand

Police arrested a 42 year-old-man and a 39-year-old woman for theft by “sleight of hand” after the man was detained by two alert victims. The suspects are believed to be responsible for another similar case earlier reported on 3 Sep 09.
On 6 Sep 2009 at about 5.30 pm, while sight-seeing near a cable car station at Sentosa island, the two male Chinese victims, who are aged 41 and 44 years old respectively, were approached by the two suspects, who requested to view some Renminbi currency. The two suspects were accompanied by their two young sons. The victims turned down their request. However, the two suspects persisted and requested to view some coins instead. The two victims then gave in and took out their wallets to search for coins. While pretending to assist the victims in their search, the suspects managed to distract the victims and got hold of the cash in their wallets. When requested, the suspects returned the stack of notes to the victims. The victims did not realize at that point in time that the suspects had siphoned off a sum of S$2,000/. The victims then proceeded to exchange fifty Singaporean cents and 100 Renmimbi for US$21 from the suspects, before parting ways with them.
Shortly after, the victims realized that something was amiss and checked their wallets immediately. Both victims then returned to the cable car station and managed to catch up with the two suspects, who were a short distance away. Upon being confronted, the male suspect returned a sum of S$1,550/- to the two victims, and offered them in addition sum of US$1,000/- as compensation. The victims were not satisfied and called the Police, as they suspected that the US dollars were counterfeit notes. Within minutes, officers from Clementi Police Division arrived and placed the male suspect under arrest. Although his female accomplice and their two young sons had left the scene before Police’s arrival, Police managed to establish their particulars through follow-up investigations. Later at about 9.30 pm, the female companion and her children were detained at Woodlands Checkpoint after they tried to leave Singapore via bus. About $24,000/- in different currencies was subsequently seized from the two suspects.
The two suspects will be charged in Court at 4pm on 8 Sep 2009 for the offence of Theft with Common Intention under Section 379 read with Section 34 of the Penal Code, Chapter 224. This offence carries a punishment of a jail term which may extend to 3 years, or with fine, or with both.
Commander of Clementi Police Division, Deputy Assistant Commissioner of Police Ng Yeow Boon, commended the two Chinese men for their alertness which resulted in the successful arrest of the two suspects.

Briton Alexander Montefiore, 28, a former sales trader of Cantor Fitzgerald, a financial services company, stole a total of $13,000 from its managing director, Mr William Louis Selig, using his DBS debit card.
He had admitted to two charges of theft by withdrawing $2,000 each time from Mr Selig's DBS account on Nov 7 and 26 last year.
He also pleaded guilty to forging an employment letter issued by the company by altering his annual salary from US$45,000 to US$100,000 on Nov 14.
Five other theft charges were taken into consideration during his sentencing.
Montefiore, now unemployed, is the son of former MobileOne chief Neil Montefiore.
The court was told that Mr Selig had entrusted his DBS ATM card and PIN number to Alexander Montefiore for making withdrawals.
On Nov 26 when Mr Selig returned to his office and found his DBS ATM card missing from his wallet, he suspected Montefiore of taking it.
He later discovered that Montefiore had made six unauthorised withdrawals without his permission.
Lawyer Suresh Damodara submitted more than a dozen testimonials and letters attesting to his client's good conduct to show that what he did was out of character.
Among them was from Mr Selig, who had forgiven Montefioire, who had also paid back the money before he was charged.
Consultant psychiatrist Brian Yeo, said Montefiore was found to have a depressive disorder and was always dependent on his father. He also used to take money from his Dad when he needed it.
His wife, who was in court, broke down after District Judge Lee Poh Choo had passed sentence.
His father will take over as CEO of StarHub next January following the retirement of incumbent chief Terry Clontz.

A JAPANESE construction site manager who used an umbrella to assault a cabby on the forehead and left thigh was sentenced to six weeks' jail on Friday. But Taniguchi Mitsuru, 47, is appealing and his bail was extended. The expatriate, who pleaded guilty earlier this month, had hailed Mr Lim Hing Soon's cab along Orchard Road in the early hours of Sept 2 last year after a night out with a friend at a pub. Mitsuru, who was reeking of alcohol, showed the 65-year-old cabby his mobile phone with his address at Block 126 Edgefield Plains in Sengkang. But the cabby could not find his block.

This angered Mitsuru who said he would not pay the taxi fare as the victim was unable to find the correct block. Mitsuru then got out infront of Block 105B without paying. Mr Lim followed him to collect his fare but was pushed. Mr Lim returned to his taxi to get an umbrella. Mitsuru grabbed the umbrella, and during a tussle, the victim fell to the floor. Both continued with their struggle over control of the umbrella which resulted in the victim being injured. Mr Lim had a 7cm-long cut over the forehead, a left upper thigh wound and chest pain.

Mitsuru's lawyer, Ms Tan Lee Cheng, said her client was very angry and upset with the cabby for not being able to get him home promptly and for not wanting to seek help even when he was lost. She said her client perceived Mr Lim to be not only a poor service-provider but also unrepentant and aggressive as Mr Lim was shouting at him and even went to get an umbrella from his taxi. She asked for a fine, saying this was a case of misunderstanding and miscommunication. The maximum penalty is up to two years in jail and/or a fine of up to $5,000.

A CHINESE national who submitted a forged nursing diploma to get a work pass was fined $5,000 on Wednesday. Ma Yuqing, however, will serve a default sentence of four weeks' jail as she could not pay the fine. A district court heard that the 37-year-old obtained a forged diploma in nursing from China Medical University and gave it to her employment agent in China to apply for a work pass in Singapore. On Jan 28, she lied to the Controller of Work Passes in her application for an S Pass that she was a nursing graduate from the Chinese university. She was given an S Pass to work as a medical assistant for J.R. Family Clinic and Acupuncture Centre where she worked until June 9. The Work Pass Division confirmed that Ma would still have been granted the S pass even if she did not have the forged qualification. Ma, who pleaded guilty, could have been fined up to $15,000 and/or jailed for up to 12 months.

A MAN who flashed himself in full view of his neighbour opposite was fined $800 on Wednesday. Graham Wayne Smith, 60, a trainer, pleaded guilty to the offence at his Yishun flat at about 1am on March 10. A magistrate's court heard that a 43-year-old housewife living opposite Smith reported him to the police for doing an obscene act. Investigation showed that the complainant was in the kitchen when she noticed Smith looking at her flat with a pair of binoculars. After telling her 18-year-old daughter, they switched off the kitchen lights.

A while later, when the complainant switched on the lights again, she saw Smith in the buff. Smith admitted to the police that he had used the binoculars to look into the complainant's unit and intentionally removed his clothes and masturbated in front of them. Pleading for leniency, his lawyer, Mr Paul, said his client, who has been married to a Singaporean for more than 30 years, was contrite, remorseful and ashamed of what he did. That night, he said Smith was working late at home and was under much stress. Not a habitual drinker, he took some wine and a bit of his wife's sleeping tablet. The lawyer said in his mitigation plea that the incident had brought the couple closer, and both were actively seeking all help to save their marriage. Smith also had health and other family-related problems, he said. He could have been fined up to $2,000 and/or jailed for up to three months.

Last month my son came down with 39.5 fever and a persistent cough. It was almost 11pm so no choice brought him to KKH A&E. The doctor who attended to our case was a Ah Neh from India (from his accent). Took x-ray of his chest and declared his lungs clear, gave us paracetamol and that was it.
Son's cough persisted so yesterday wife took him to KKH again to see another doctor. This time its a Singaporean. She called up the x-ray and fond signs of a lung infection with just one glance.
My son was made to suffer needlessly for 1 month. All because the PAP persisted to employ cheap foreigners, so call 'doctors' who cannot even read x-rays.
I am soo piss.

Duo gets death for murdering Singaporean actress

KUALA LUMPUR: Two friends who murdered Kipas Anggun drama actress Una Angelia Oliveiro were sentenced to death by the High Court after the judge ruled that their defence was just mere denial.
Unemployed man Mohd Fazli Ismail, 27, appeared expressionless while make-up artist Esma Faizul Zainul Nor, 38, who was jovial throughout the court proceedings, was calm upon hearing the verdict.
However, Esma’s family members who packed the public gallery wept openly. They also hugged and kissed him repeatedly.
In his judgment Tuesday, High Court judge Justice Mohamed Apandi Ali said the prosecution had proven the case against both accused beyond reasonable doubt.
Justice Mohamed Apandi said both accused had denied all involvement in the murder of the producer except that they had gone to her bungalow on Nov 14, 2001 and both were aware of her identity.
It was also established that the deceased and her Filipina maid knew Esma.
“However, there is not an iota of evidence that can make the court disbelieve the evidence given by the (prosecution) witnesses who heard confessions from both accused,” said the judge, who found the two guilty of murder, Tuesday.
(Court papers revealed that Esma had told his girlfriend Siti Sarah Ismail, who is Mohd Fazli’s sister, that he was shocked but not remorseful that he had murdered an ‘English’ actress.
Esma had also told his friend, Zaimy Roduan, that he had killed someone with a knife. Mohd Fazli had also confessed to Zaimy that Esma had tried to shoot the actress but he (Mohd Fazli) had pulled the gun from him and fled.)
In his finding of facts, Justice Mohamed Apandi said there were an exception to hearsay rule which allowed the court to accept these confessions as evidence under the Evidence Act 1950.
The two had claimed trial to killing 44-year-old Singaporean in her bungalow in Jalan Bukit Travers, Brickfields, here at 11.15am on Nov 14, 2001.
The body of the mother of three was found by her Filipina maid, Florencia A. Estapon, in her dining room in a pool of blood.
According to the court papers, the star’s cause of death was stab injuries to the heart and left lung. The actress, who is married to Heiner Kirchubel from Finland, had 12 stab wounds.
In elaborating, Justice Mohamed Apandi said the court accepted the evidence given by Siti Sarah, adding that it had observed her demeanour when she testified on the confession.
“Siti Sarah confirmed to the deputy public prosecutor, when she was re-examined, that the confession given by Esma was in simple language, Malay language, which she understood and that all (details) came from his mouth,” he said.
He ruled that 20 prosecution witnesses who had given their evidence in the murder trial as “witnesses of truth”.
Besides that, he said the confessions were also supported by other facts - that those confessions were made on the same day of incident, the knife which was said to be the murder weapon was taken from the deceased’s kitchen, and that six stab wounds on the deceased’s chest tallied with the confessions, post-mortem report and evidence given by pathologist Dr George Paul.
He added that, among others, it was clear that both had gone to the deceased’s house in a car driven by Fazli with Esma giving directions. This indicated a joint-plan.
Another point the judge highlighted was that for two years after the murder, Esma did not meet his girlfriend claiming a heavy workload. “This is hardly the rational conduct of a lover.
“The reasonable inference is that he is afraid to meet his girlfriend because her brother, the co-accused, was arrested by the police seven days after the incident,” he said.
DPP Afzainizam Abdul Aziz pressed for the death sentence saying that their action could not be forgiven.
Lawyer Zamri Ibrahim, who represented Mohd Fazli said his client was remorseful over the incident while counsel Amer Hamzah Arshad, who acted for Esma, said his client would appeal as he maintained his innocence.

A TRAILER driver was charged in a district court on Thursday with causing the death of an elderly pedestrian through his negligence. Bian Ruxin, 31, allegedly failed to keep a proper lookout when his vehicle hit Madam Tan Ah Peck, 82, and caused her death along Pandan Gardens on May 25. A pre-trial conference has been set for Nov 9. Bian's $10,000 police bail was extended. If convicted, he faces a jail term of up to two years and/or a fine.

Yamazaki, 37, had faked the prices of naphtha - a petrol-based product - on a spreadsheet. This meant that the calculations of the trades that were sent daily to the head office in Tokyo had not reflected the huge losses he was chalking up.
Takahashi, 52, was not Yamazaki's direct superior, but was in charge of the middle and back offices. He had instructed his staff to alter profit-and-loss figures in the daily reports so that the naphtha loss figure was under-reported.

A CHINESE national convicted of four charges of assaulting women officers from the Ministry of Manpower two years ago was sentenced to a total of two months' jail on Tuesday. After a 16-day trial, Xu Chun Hong, 41, unemployed, was found guilty of hurting the MOM officers at the temporary holding area counter at MOM (Foreign Manpower Management Division) on July 30, 2007. She is out on $12,000 bail, pending her appeal against conviction and sentence. She had earlier been found guilty of scratching the right arm of MOM investigation officer Vikki Ho; kicking the left leg, biting the right arm and kicking the left shin of three other inspectors that day. The court was told that Xu, who used to work in a factory, had turned up at the Kim Seng Road office to assist in investigation. She was placed in the lock-up. Later when the officers wanted to take her out for a raid at her home and were trying to handcuff her, she resisted and injured the victims. She claimed she did not do anything wrong and did not know what she was arrested for. She could have been jailed for up to five years and/or fined on each charge.

A BANGLADESHI construction worker cooked up a story that he had been kidnapped as he did not want his employer to be angry with him for not turning up for work for several days. Md Sirajul Islam Md Hazrat Ali, 32, was jailed for one week on Thursday after he admitted giving false information to the police on Oct 4 that he had been abducted by four male Indians and his brother had to pay a ransom of $3,000 for his release. The court heard that Sirajul did not turn up for work on Sept 28 and told his employer, Mr Yap Kok Leong, 46, that he was not feeling well. When he still did not report for work three days later, Mr Yap reported him missing. Sirajul remained uncontactable as he had switched off his cellphone. When he switched on his mobile on Oct 4, he received an SMS from his younger brother, Mr Selim Hazrat Ali, 31 that everyone was looking for him. He decided to concoct the kidnap story. District Judge Shaiffudin Saruwan told him that he had committed a very serious offence, and that he could not do this with impunity.

A CHINESE national was charged in court on Wednesday with trying to rob a taxi driver along Sims Avenue. Zhou Sunfu, 27, who is on social visit pass, allegedly tried to rob Mr Robert Lee Khee Choon by putting him in fear of bodily hurt at about 5.25am on Monday. The 61-year-old cabby was warded in hospital after his taxi crashed into a pillar in front of a shophouse. His condition is now stable. Zhou, who was represented by Mr Leonard Loo, was remanded at Bedok police division for further investigation. If convicted, he faces a a jail term of two to seven years and not less than six strokes of the cane. His case will come up again on Oct 28.
