you have to weigh the severity of the offence against professional misconduct. selling 680 bottles of 3.8 litres of an addictive cough mixture is a gross criminal act. luckily the doctor was not charged under a different act. he should count his lucky stars that he was fined and suspended. it's insanity to sell an addictive cough mixture in such massive amount to the patients. mind-boggling!!!

This is about the potential abuse of the system - the questions asked has nothing to do with 2nd chance or the ability for someone to start anew after paying his dues. This is about favours, connection, and circumventing the system. Did SMC verify the events with the foreign board. Why must Singapore pick a foreign doctor with a black record. Should not his own country or the country that he was practicing in do the needful.

We don't even give this kind of leeway or 2nd chance to our own people when they go wayward then why this foreigner and who is he?

Good points scroobal, I agree with you, this Foreign Trash had his licence revoked by the Medical Board of Florida, revokation of a licence is more serious than a suspension or a censure. If a doctor's licence is revoked means he can no longer practice in that State. And most States (in the world, not just the USA) the State would want the doctor to reapply his registration to practise giving grounds why the doctor should be reinstated. The onus is on the doctor to give grounds and justify his re-registration and for his licence to be reinstated. I suspect this was not checked by the Singapore Medical Council, nor was this checked by NUH.

In fact, I believe that once his licence is revoked in one state, like Florida, he cannot even practice in any other state. The reason is that he may not meet that state's medical board licensing requirements, and more important, no insurance company will insure him. That is why he left immediately for singapore, rather than try for california or some other state.

I prefer to suspect the SMC and NUH were cognizant of the case but kept mum until someone leaked to the public.

Keeping mum when aware is common in the civil service. Especially so when decision to remain mum is 'backed' by political master.

Knowing the kiasi and kiasu mentality of civil servants, they won't take risks. But if 'backing' exists, these civil servants will not rock the boat, believing that their poltical masters acted in the national interests of S'pore.

Actually when a licence to practice is revoked for misconduct no jurisdiction in the world except for banana republics and failed states will allow one to practice. There is a process to follow and this requires a call for all case notes in regard to the disciplinary proceedings to be made available for review. It also applies to State Registered Nurses. You cannot have a nurse who has abused medication and drugs etc working in another jurisdiction.

Mdm, there were many more cases which never saw sunlight and these cases took place in the 80s! Keeping mum on cases that cannot see sunlight is nothing extraordinary in S'pore.

Heard of a case whereby a Health minister was posted to another ministry? Well, well, well, he was investigated by our elite CPIB coz his relatives managed to secure a biz he had influence over. Pharmacy biz in hospital sure make $$$$. Familiar?

This isn't even an issue of giving Lu a second chance. It is about giving him a 4th or 5th or 6th chance. The defense given by the NUH authorities in this case show their absolute power here. They call all the shots and have the power to bestow great mercy if they like. On the other hand, I know of cases where if they just don't like you, there is little mercy or even 1st chance.

This case happened in 1999 (1st offence). He came to NUH 2001. Licence in Florida revoked 2003. Licence in New York, Pennselvenia, Indiana etc all simultaneously suspended in 2003. How to claim ignorance after being investigated, questioned, lawyers, fines involved 1999-2003? Clearly he came to Singapore as there is no way anybody will hire him in the US... with so many actions against him by so many states.

Yet, it appears none of the investigations/ charges was disclosed to his superiors in NUH (2nd offence) or Singapore Medical Council (3rd offence). When the licenses were finally revoked in 2003, none of this was apparently disclosed either to NUH or Medical Council (4th/ 5th offence).

There are standing rules in most professions (lawyers/ doctors) that you must have integrity/ ethics, and this includes disclosing any charges of misconduct/ professional lawsuits/ violations to the professional licensing authorities. And certainly this includes disclosing any final judgments. If he had disclosed them in 2001 or 2003, and Singapore Medical Council studied the matter, and cleared him (or put him on probation and later cleared him), then end-of-story. They would have issued a clear statement and the matter rests.

Instead, you have the biggest names in medicine coming out with all sorts of excuses for him about his childhood lack of judgment for 13 years (1999 to 2012). It is amazing that some of these people who actually are personal physicians to the highest politicians are actually saying what they say. They just cannot accept that they simply got conned by this guy because they thought they bagged some great talent. There are probably other similar cases too and this may be the tip of the iceberg. All of them should be thoroughly investigated.

He is like Dr Jayant Patel. google Dr Patel also known as Dr Death and you know why this is a serious matter. that's why doctors in US when they get struck off usually for big offences run to Asia and australasia to hide and start all over again until someone squels on thier past dark records. Do you think that renewal of practice licence is automatic? it is yearly and so for singapore. he did not come clean and only inform SMC after his boss Prof John wong probably warn him so. witholding such info from SMC is tantamount to an offence and could be struck off for probationary licenced doctors in singapore like him. SMC should investigate him, repeatedly contravenening laws and regulations speaks so much for his ethics. So what he has a 99% satisfaction rate from the patients? doctors are not in the prostituition business or service industry. real stupid excuses from NUH. your cure rate and ethics are more important. local doctors have been suspended for far less serious offences and yet this guy seemed to get off scot free for hiding info and lying on his declaration form according to the ST. double standards.
