It’s always wise to seek a second opinion when it comes to medical advice. A friend saved quite a few dollars when he ignored his doctor’s recommendation to go for a MRI after being examined for a pain in his arm. It turned out to be a minor sprain that began to heal itself naturally after a few days.
Ms Tan was determined to go one step further. She googled the physician who was supposed to attend to her relative, and discovered that the fellow was actually struck off the medical register in Florida, USA. And that was not all, he is currently the department head of radiation oncology at the National University Cancer Institute of Singapore (NCIS).
Prof Lu was a registered medical practitioner in four American states when he was caught in 1999 selling erectile dysfunctional drugs on the internet, in gross violation of acceptable medical procedures. He claimed the summons was sent to a wrong postal address, resulting in his non-appearance at a Florida hearing and the revocation of his licence. We’re talking about a country who could successfully track down Osama bin Laden and snuff him out, but not able to trace the whereabouts of a Chinese doctor from the PRC? Somehow the other 3 states did manage to trace his geographical whereabouts and fined him US$10,000 (New York and Pennsylvania) and US$2,000 (Indiana).
By which time he had already headed for Singapore in 2001, where his compensation package as a cancer radiologist was substantial enough not to require a side income from an illegal online business. He still holds a licence to practise in his home state in New York.
Prof John Wong, head of NCIS, insists that Lu “has done nothing in the past 11 years to make us doubt his competence, professionalism and integrity.” Wong was forgetting that when the Singapore Medical Council (SMC) in 2009 required all practitioners to declare any past or present instance of being investigated by the authorities, Lu had conveniently skipped a response to that particular query while applying to renew his licence in April 2010. This was way before the Woffles Wu stratagem of roping in an oldish fall guy became public knowledge. Wong claims Lu subsequently apologised to the SMC after being guided/advised/instructed to do so, and the American import was allowed to practise in Singapore in spite of the brazen attempt at deceit. As recent as March 2011, Florida Board of Medicine records his decision to withdraw his application for licensure, implying there was more than a postman problem behind his original transgression.


Chief executive of National University Hospital (NUH) Joe Sim, also threw his weight in support of Lu, saying it was “a dumb mistake”, whilst declaring in the same breath, it was not something NUH condones. Both Wong and Sim are telling us that Lu has been punished, without spelling out the type of punishment meted out to the surreptitiously errant doctor. Maybe they took away his Herman Miller chair entitlement.
Heck, if Ms Tan had not been industrious in her research, the cover up by Lu, Wong and Sim would never have been brought to light. Since SMC told the press it is looking into the case, we have yet to find out if it too will join in the sorry stonewalling saga. For all we know, Health Minister Gan Kim Yong, who was copied in the whistle blower email, might even go to bat for the doctor. A precedent has been set.

As reported earlier in a TR Emeritus (TRE) article (‘Foreign doctor with license revoked in U.S. now employed by NUH in Singapore‘), a TRE reader had highlighted to us that a foreign doctor, Dr Jiade Lu, with his medical license revoked in the U.S. is currently working for NUH.
The reader’s family member was seeking treatment at NUH when a referral was made to see Dr Lu there.
To find out more about Dr Lu’s professional background, the reader did a google search and was shocked to find out that he actually had his medical practising licence revoked or questioned in several states in the U.S. since 2003 [Link][Link][Link][Link].
The reader wrote, “Even more disturbing, Prof Jiade Lu is now in senior leadership position at NUH (Medical Board, Vice Chairman for Research), National Cancer Institute Singapore (Head and Senior Consultant, Radiation-Oncology) and NUS (teaching staff).”
The reader asked, “I would like to enquire if a background check is done on prospective foreign drs? (I only spent about 5 mins to google this).” She wondered “how could someone with such a record” rise to attain senior leadership positions in our university hospital?
The reader then informed the authorities about it and copied the email to TRE. Upon receiving the email from the reader, TRE contacted Dr Lu for comments. This was on 4 Sep before NUH’s media conference on 7 Sep. We now publish our email and Dr Lu’s reply in full below:

I had several licenses in U.S. And I am still holding an active medical license in the state of New York, and my licenses at other 2 states were not revoked either.

May I have the information you mentioned (with the person’s name deleted) and let me know some background information first? Sorry, although I have been in Singapore for more than 11 years, I am not familiar with the social and online communities. I am not sure if I should let you contact my hospital or Singapore Medical Council for this or send you information directly. Your background information will be helpful for directing for further information.

On the same day (5 Sep), TRE forwarded him the 4 documents (see links above) which were furnished to us by the reader. After that he did not reply to TRE anymore despite follow-up emails.

A foreign doctor born in China, Dr Jiade Lu, was found out to be selling a prescription drug Viagra online in the U.S. in 1999 (‘Foreign doctor with license revoked in U.S. now employed by NUH in Singapore‘).

Viagra was released into the market in 1998 and it became a sensational hit with consumers. However, being a controlled drug, it requires a prescription from a trained medical doctor before it can be purchased by anyone.

The U.S. Florida’s Board of Medicine found Dr Lu violated the standard of care which was required from a licensed physician. The Board also found that he inappropriately dispensed and prescribed Viagra, and failed to keep medical records of patients. He was later struck off from the medical register in Florida, U.S.
Subsequently, he made his way to Singapore in 2001 and found a job with NUH. Apparently, NUH took him in without checking his background. Dr Lu has since been working in NUH for the past 11 years.

Yesterday, both the National University Cancer Institute Singapore (NCIS) and NUH stood by Dr Lu, who is the head of the department of radiation oncology at NCIS.

Professor John Wong, who is the Director of NCIS, a unit under NUH, said, “He did something he shouldn’t have done. He has been taken to task and been transparent with us. He has done nothing in the past 11 years to make us doubt his competence, professionalism and integrity.”

However, it was not clear if Dr Lu was “transparent” with NUH/NCIS when he first applied for the job at NUH 11 years ago, or he became “transparent” only after a TRE reader blew the whistle on him.

Mr Joe Sim, CEO of NUH, also chipped in to praise Dr Lu’s contribution. According to Mr Sim, Dr Lu has raised patient satisfaction from 75% to 95.5%, the highest score within the hospital, since becoming head of department of radiation oncology in 2010.

Mr Sim added, “His performance has also been rated ‘excellent’ in the past four years.”

According to Prof Wong, Dr Lu “was not aware of the charges”, as the summons to the hearing was sent to the wrong address in the US. Also, by then, he was already working in Singapore. Because of his non-appearance at the hearing, his licence to practise was revoked.

Type LU for last name and JIADE for first name.
Prof Wong said that following the Florida case, the authorities in the other three states, which Dr Lu also held licence in, investigated the “misdemeanor” and the fines were all settled. He still holds a licence to practise in his home state of New York, but has allowed the other two, Pennsylvania’s and Indiana’s licences, to lapse.

However, the TRE reader has forwarded us a link to this document: http://www.doh.state.fl.us/mqa/medical/min_03-31-11Creda.pdf. In Mar 2011 last year, Dr Lu went back to Florida’s Board of Medicine in person to discuss the revocation of his Florida medical licence. After some discussion, for some unexplained reasons, he requested to withdraw his ‘Petition for Variance or Waiver’ and to withdraw his application for licensure. In other words, this time in front of a hearing and in person, Dr Lu decided to drop his appeal and so, his Florida’s licence continues to remain in “REVOKED” status. It is not known why Dr Lu withdrew his appeal.
In any case, NUH and NCIS continue to support Dr Lu and cover for him.

When asked why Dr Lu had not owned up after he became aware of the case, Prof Wong answered for him that he had been embarrassed by the whole incident.
Prof Wong also added, “When we’re young, we tend to do things that are not smart.”

Mr Sim, also defended Dr Lu saying that it was a “dumb mistake”.

Both agreed that Dr Lu has been punished and that, since then, he has become a “valued” doctor.

There are some issues which I would like to point out in the way the current gov is running the country.

Firstly, the use of the word or words like lack of judgement, indiscretion or even a simple word like over-sight.

When a person has already attained a certain level of professional status in his/her career and yet he/she commits something that eithier get the bugger a reprimand, censure or even like in this case a 'strike off' then the flaw presented in this person is a serious one.

Not only is it serious in that the character flaw first exhibited was not something that the person did, without knowing the moral and ethically issue involved but rather this form of exhibition of the flaw when commited in this stage of the person's life confirms ( yes , I use the word comfirms) that what he did then that was wrong, has that flaw staying with him and worse thru his means could influence the environment around him ( including ppl and policies) to similarly and slowly exhibit the traits marked by these character flaws.

It is no wonder the entire landscape of the policy making and policies put out have 'gone to the dogs' and worse, they seem not to want to change any part of this and is definitely heading towards disasater.

I know of cases where the Public Service Commission (PSC) which looks into the recruitment and appointment of Singapore Civil Service officers, does not give Singaporeans a second chance to the would-be applicants whose NS records shows a "below average" or poor grading in their conduct record.

A "poor" or "below average" conduct grading in the National Service Conduct records warrants an automatic rejection in the application.

How I know this? This has been practiced by the PSC for a long time now. So how do you explain the Foreign Trash doctor's appointment as Head of Department in NUH when his licence had been revoked in four states in the US? How come the PSC has nothing to say about the appointment of this Foreign Trash?

The govt. itself has serious morality and character flaws. allowing desports from Burma and Zimbabwe to hide their money here. Allowing indonesian business crooks safe stay here and allowing them to hide their stolen money, etc. Selling weapons to countries thathave an arms embargo and illegitmate govts. when the govt. is so immoral, how do u expect them to fess up to a simple character flaw?
