You seem to have a misunderstanding of how the PAP runs parliament. Under PAP, the budget has already been approved, even before it was brought out for debate. In fact it's not even a debate because the results are already known. The entire scheme is one of a wayang to fool people into thinking that anything can be changed at this point in time.

The way they work, they ram all the ministries' budget at one go, leaving very little time to scrutinise each ministries' spending.

Vote out the PAPies so that real voices can be heard before any budget is approved.

I agree. It's a very strange and illogical budget tradition in Singapore. Announce budget then debate about. What's there to debate? It's been confirmed. Logic is debate budget issues before confirming.
