With effect from 4 Feb last month, PRC applicants for S-Pass or EP may be asked to submit a copy of verification proof of their diploma or degree to ensure that their qualifications are genuine.
It also applies when an existing S-Pass or EP holder from PRC, applies to renew his or her pass.
The EP is a work pass for foreign professionals working in managerial, executive or specialised jobs with a minimum salary of $3,000 while S-Pass is for mid-level skilled foreigners like technicians, earning a minimum of $2,000.
This verification will help to show that the PRC applicants have graduated with the said qualification from the institution.
The PRC applicants can do so by using any one of the following stipulated independent verification channels:

 1. CHESICC – China Higher Education Student Information and Career Center (http://job.chsi.com.cn)
 2. CDGDC – China Academic Degrees & Graduate Education Information (http://www.cdgdc.edu.cn)
 3. Dataflow(http://www.dataflowgroup.com)
This new ruling, of course, created some buzz among the PRCs working in Singapore, as can be seen in this thread on SgChinese.net, a popular hangout for PRCs in Singapore: http://bbs.sgchinese.net/thread-6235513-1-1.html.
Generally, most PRCs in the thread are supportive of the Govt move.
One said:
“这个是好的政策, 真的文凭是可以通过验证的, 而且不怕查. 这样假的就不能申请EP, SPASS, 给真的文凭的带来更多公平的机会”
(This is a good policy. Genuine certificates can pass through the verification, need not be afraid. In this way those with fake certificates will not be able to apply for EP and S-Pass, giving those with genuine certificates fairer chances.)
Another said:
恩, 但是那些有问题的就乖乖的 取消了,走人吧
(Yes, those problematic ones will leave)
And interestingly, one PRC netizen revealed:

This PRC netizen said among those who came to Singapore before 2010, there were just too many who used fake certificates to obtain PR status. She suggested that when they apply for their PR renewal, these people should be checked as well.
She said that her husband has a colleague who successfully obtained PR status for his whole family in 2008. The colleague had told her husband that apart from himself who is real, everything else is fake. And apparently, this person only studied till primary school and his wife is an illiterate. Before coming to Singapore, their whole family worked in the farm. She lamented that she herself, even after graduating from poly for 2 years, still can’t obtain a PR.

Pfft, how hard it is to obtained said "cert" without even attending it in said institutions in China? Its just a small barrier that they have raised. Then again, does this means all this while they have not checked if their qualification is genuine or not to begin with ?

Wonderful news! More money for those working in that 3 agencies to come buy properties in Singapore. We'll see more PRC coming in suitcases of hard cash!

Everything in China can be fake for a price - even a ministerial post or your father/ mother!

Nobody talking about the Pinoys and Indies yet leh.

Actually, ASME should die. A bunch of low productivity, self-serving parasites who are keen to maintain the status quo.

Does the government really got itself involved in such bootleg stuff? Anyway bootleg DVDs play like the real thing but not fake certificates.
