I don't get it. The functions and the country accreddiation and protocol ranking is the same except for the Commonwealth context.

Incorrect. Check dictionary for the minor but distinct differences between high commissioner and ambassador....nothing to do with commonwealth. Another related term....consulate general.

I don't think it is a local working for the embassy. A desired job amongst chauffeurs so they a not going to break their ricebowl over a silly incident as they have not protection. It also easier for an embassy to terminate a local for image reasons rather than their own diplomats.

They way this guy kurang ajar, it got to be low level diplomat throwing his weight. And at No.11, no hope of getting a salaried driver.

Honestly, can't recall the name. Lawrence sounds likely though. Same chap was issued with a license to carry firearms. Sloppy bugger. Didn't follow procedures. Never kept his weapon in a safe or secured place at home.
 
In modern diplomacy, a 'high commissioner' is effectively an ambassador from a Commonwealth country, little more or less. The term evolved from the colonial usage whereby a high commissioner was a high ranking official commissioned by the colonial power to oversee the running of a protectorate. This was the term often used by GB for the person appointed to indirectly rule its territories overseas. The earlier term was 'Resident'. Today, 'high commissioner' has lost that meaning.

This term is different from other uses of the term, such as UN High Commissioner for Refugees, who is the UN officer commissioned to administer refugee matters.
