I don't think it is a local working for the embassy. A desired job amongst chauffeurs so they a not going to break their ricebowl over a silly incident as they have not protection. It also easier for an embassy to terminate a local for image reasons rather than their own diplomats.

They way this guy kurang ajar, it got to be low level diplomat throwing his weight. And at No.11, no hope of getting a salaried driver.

In modern diplomacy, a 'high commissioner' is effectively an ambassador from a Commonwealth country, little more or less. This was the term often used by GB for the person appointed to indirectly rule its territories overseas. The earlier term was 'Resident'. Today, 'high commissioner' has lost that meaning.
