Then you should reprimand and question the owner of the restaurant. And then pull in the authority to it. Clearly, the authority didn't do their job well when allowing foreigners to open restaurant in Singapore.

Mandarin has taken over as the main language of communication at workplaces all over S'pore as more workers from Malaysia and China enter our stores and offices. English educated S'porean Chinese are finding it more comfortable to converse with minority races now.
 
Everytime I speak to a service staff in English at a restaurant, shop and petrol station, they reply in Mandarin. Isn't there a minimum language proficiency requirement when applying for such jobs?
 
Issit a law that it must be not in Chinese…better still all receipts should be in our national language
