New head understands commuters' needs

We thank Dr Michael Loh Toon Seng for his views in his letter (Experience in transport industry should count in choice of SMRT chief, April 19).

We would like to share our key criteria and considerations in selecting SMRT's next group chief executive: personal values, leadership qualities, relevant engineering knowledge, track record in operations and people management, and the ability to collaborate with multiple stakeholders. Of course, a key attribute considered in the final selection was the candidate's understanding of the needs of Singapore's commuters and public transport system. An executive search firm was engaged to conduct a comprehensive global search based on the selection criteria.

The interview panel finally decided on Mr Neo Kian Hong as they were particularly impressed with his personal values and leadership qualities.

Industry experience was considered in the process.

The panel recognised that Mr Neo has engineering qualifications and can be well supported by a team of committed and professional rail engineers. As the chairman of DSO National Laboratories and the Defence Science and Technology Agency, he has knowledge and good experience in building strong engineering, system acquisition and maintenance capabilities.

SMRT therefore decided to give the group CEO position to a Singaporean with strong leadership qualities and the right heart to serve SMRT and, most importantly, our commuters.

He also has the ability to keep staff morale high, and unite and motivate staff to do better for commuters.

Human resource experts will attest that talent acquisition at the C-suite level is more art than science.

More important than domain expertise and direct experience is “goodness of fit” vis-a-vis whether the C-suite talent and the hiring firm are on the same page in terms of value systems, appreciation of local regulations and norms, and a whole other spectrum of multi-factorial considerations (“Neo Kian Hong the man for the top job, as he met ‘all the criteria’ sought by SMRT board”; April 18).

Moreover, worldwide there are many examples of C-suite executives with little or no prior domain expertise and direct experience including former chief executive officer (CEO) of IBM Louis Gerstner, and college dropouts Bill Gates and the late Steve Jobs.

There is also some assurance from research suggesting that CEOs with prior experience underperform compared to CEOs with no prior experience because the latter come in with fresh eyes and are free of fixed mindsets that things should be done in a certain way, making them excellent change agents who are likelier to spark a turnaround.

And as a ex-military man and army Ranger no less, Mr Neo might bring with him the mental tenacity and “fight harder” Ranger spirit that will no doubt stand the SMRT in good stead for the challenges that lie ahead in fixing our rail woes.

Rail operator SMRT yesterday announced that it conducted a "global search" before deciding on former general Neo Kian Hong, 54, as the man to replace Desmond Kuek as its chief executive.

The Straits Times understands that the search for a new chief executive was initiated when Mr Kuek, 55, offered to resign soon after last October’s tunnel-flooding incident. The new chief was among 20 candidates considered for the role.

Neo has a lot to prove when he takes on the SMRT CEO '' job given that he came from the same industry as Desmond Kwek.

If SMRT were to break down again under his tenure, he will be laughed at for his so called leadership experience in running a rail company.

Worst, I think the Select Committee will have to explain to the public on how they have concluded that a Singaporean General is the best candidate for the job after a global search.

It is a high stake gamble for Neo. And he is willing to give this a shot. If he succeeds in making SMRT a safer and more efficient transport rail operator, he will be primed for bigger things to come.... perhaps a move to the Cabinet. Conversely, if he fails, he will be moved to the "cold storage" cabinet where Desmond is now residing.
