Why don't they allow MSS to be used to purchase Annuity from Private Insurers instead?

Don't see why the MSS must be put into a common pool.

W.e.f 1-1-2013,when u reached 55,your cpf money in retirement account is compulsorily and automatically transferred to the CPF Life Scheme.U have no choice,u cannot opt out of the scheme.Your cpf money is put in prison for 10 long years .KNNCCB to the MIW !!!
