而值得关注的是,英国国防部和英国皇家海军并非根据船舰方案的好坏来衡量胜负,而是用“谁哭得响,谁有饭吃”的原则来决定花落谁家……换句话说,哪家船厂哭闹的动静越大,就越有可能夺得订单。

具体来说,造成今日这种困境的原因很简单,那就是英国皇家海军对自己该用什么舰艇,该用什么装备,是没有半点发言权:事实上,连31E型护卫舰这个型号本身,都是英国皇家海军“无能为力”的体现。
为了替代建造数量达到16艘的23型护卫舰,英国皇家海军于十年前规划了26型护卫舰方案,但这一方案最终没能过英国国会这道“鬼门关”:议员们纷纷认为这款护卫舰太贵,最终决定其中5艘由“更廉价的”31E型护卫舰替代。

毫无疑问,德国克虏伯集团根本扛不住这种“英国优先”的风声:即便德国人已经承诺将在英国船厂完成所有31E型护卫舰的建造工作,英国朝野也不可能把这口肥肉拱手相让。
于是,仍在场上参与竞争的就只剩下BAE系统公司和巴布科克海事。而后者几乎是果断地使出了“哭闹”这一绝技,一时间让BAE系统公司根本难以招架。
