Changing jobs...Quit first or Quit Upon Securing a New Position

I feel nowadays the job market is competitive with the influx of foreigners therefore being able to start early would be an advantage...I do not see any reasons why an employer should wait one or more month for you unless you have a very specialized and in demand qualification or skill set...however have read that potential employers may see you as having problems in your current posititon and hence the rush to resign...Bros here what are your opinions?
