Same as apply to jobs. They rather give higher pay to foreigners than locals.
 
I am no economist, but consistent increasing growth is not sustainable for the long run. Many businesses have either crashed or withdraw expansion after initial boom. ie: Starbucks in the us and china markets.
For economist, what china is doing is called dumping. Kill first with loss or even substitute with lower quality using others Intellectual property, and consumer has no idea .
After that, become a monopoly and control with price. If you do not want to go on a price war or compromise your quality, you withdraw.
