CRA awards licences to two junket operators

SINGAPORE: Singapore's Casino Regulatory Authority (CRA) has awarded junket licences to two Malaysian operators to allow casino operators here to extend their international reach.

This is the first time the CRA has granted the licence even as junket rules are tightened to ensure the operators do not target locals and permanent residents.

Huang Yu Kiung and Low Chong Aun - both Malaysian operators with an international client base - were issued junket licences after a series of stringent checks which lasted more than a year.

Both are endorsed by Resorts World Sentosa, and their licences are valid for only a year. Marina Bay Sands said it has not yet endorsed any junket operator.

Twelve other operators were rejected. But the CRA said it is currently evaluating a few other applications and is in the midst of conducting probity checks for these applications.

Junket operators are essentially "tour agents" for high rollers. They offer perks such as free stays and travel by private jet to entice these clients to casinos. In turn, the operators receive commission from the casinos.

Authorities said junket operators have to comply with strict rules in Singapore as they are meant to "supplement" and not "dominate" the casino market.

The CRA said the regime to regulate the junket operators has "been enhanced to ensure that our gaming environment continues to be tightly regulated and free from criminal influence".


It added that such operators "may also extend credit to their patrons. As they transact large sums of money, it is important that they are tightly regulated."

Before the junket operators receive their licences, they are subjected to checks such as on-site visits. Interviews are conducted and their financial accounts scrutinised to verify their sources of funding.

The law has also been tightened with rules and terms unique to Singapore.

Among them:

- junket operators are referred to as International Market Agents (IMAs) - a reference to the fact that these agents should target only the international market and not Singaporeans or permanent residents;

- greater onus is placed on casino operators, which have to submit a due diligence report on the IMAs when endorsing them;

- casino operators are also responsible for the activities of these IMAs;

- licensed IMAs cannot share commission with unlicensed ones; and

- the Casino Regulatory Authority has the power to stop issuing licences if it is in the public interest to do so.

Chief executive of the CRA, Mr Lau Peet Meng said: "We have decided to use the term 'International Market Agents (IMAs)' to more accurately describe what these agents do. They will focus on bringing in foreign high rollers to our casinos, and they will not target our locals.

"CRA has put in place a tight regulatory regime for the IMAs, and we have every intent to exercise our powers to ensure the casino operators and IMAs comply fully with our regulatory requirements."


The changes to the law are the first since rules on junkets were introduced in 2009 and they come after extensive whole-of-government discussions. Authorities also studied the trends in developments of casinos in jurisdictions like Macau, Australia and the US.

Hri Kumar Nair, chairman of the Government Parliamentary Committee (GPC) for Law and Home Affairs, said: "This is very new to us. We will probably have to work things out as we go along...It's a need to strike a balance between attracting the international market, particularly the high rollers, and also protecting Singaporeans and permanent residents from the ills of casino operations. It's a question of finding the balance and having a strict regulatory climate particularly when it comes to junket operations."

"...the fact that you have the Casino Regulatory Authority and the casino operator involved, the licences are short and that we are issuing only two licences, I think it's a good start. It enables us to assess the ground, assess the operations and then see if we could expand, going forward," he added.

Resorts World Sentosa said it is "delighted" by the issuance of junket licences.

A Resorts World Sentosa spokesperson said: "We are delighted with the licensing of International Market Agents in Singapore. The addition of IMA business for the overseas VIP market will bring a progressive new source of high net-worth play into our gaming environment. This will bring economic benefits for both Resorts World Sentosa and Singapore. RWS will work closely with the authorities to comply with Singapore's junket regulations in its execution."
As for Marina Bay Sands, a spokesperson said: "We are interested in learning more but we will not be providing further comment at this time."

Authorities said they have taken a conservative approach to ensure that Singapore has a robust regulatory regime.

Further changes to the Casino Control Act are expected to ensure social safeguards are in place. For example, there are plans to amend the Act to state clearly that junket operators should not target Singaporeans.

SINGAPORE - Even as it granted the first licences to casino junket operators, the Casino Regulatory Authority (CRA) rolled out tighter regulations yesterday to ensure they do not target locals and permanent residents.

The authority also does not intend to let junkets dominate the gaming business here and vowed to take a "cautious approach" to ensure criminal activities, which junket operators have been linked with, do not creep into the Republic's casinos.

Under the new regulations, junket operators cannot share commission payments from the casino with unlicensed persons, so as to prevent "sub-junkets". This refers to licensed operators giving a cut of their commission to others who bring in high-rollers in his name.

The CRA can also suspend a licensed junket operator if he is deemed to be no longer suitable to continue bringing gamers to the casino. For example, when he is being probed for regulatory breaches or criminal offences, such as knowingly aiding crooks in laundering money in the casino.

While there is no cap on the number of licences it can issue, the CRA can also stop granting junket promoter licences "should it be in the public interest to do so".

Yesterday, the regulator issued Mr Huang Yu Kiung and Mr Low Chong Aun - both Malaysian operators with an international client base - with junket promoter licences to operate at Resorts World Sentosa (RWS). Their licences are valid for only a year before they are up for renewal. Twelve other applicants were rejected, and the CRA is still reviewing other applications, although it would not specify how many.

It is estimated that there have been more than 20 applications for these licences since 2010, and all were endorsed by RWS. In response to Today's queries, a RWS spokesperson said the addition of business from overseas VIPs brought in by junket operators "will bring a progressive new source of high net-worth play into (their) gaming environment".

He added: "This will bring economic benefits for both RWS and Singapore. RWS will work closely with the authorities to comply with Singapore's junket regulations in its execution."

A Marina Bay Sands (MBS) spokesperson said: "We are interested in learning more but we will not be providing further comments at this time."
The enhanced regulations place more responsibility on the casino operator to keep watch and alert the authorities of any illicit conduct on the part of the junket operators. The operator must carry out its own due diligence checks on the suitability of an applicant to be a junket operator, such as his track record and financial history, before endorsing him.

Junket operators themselves also have to keep detailed records of their clientele, such as their date and time of arrival at the casino, as well as the amount and type of any commission or rebate given to each player.

Also, junket operators can only bring in foreign high-rollers, and not locals. To reflect this, the CRA is calling junket operators "international market agents (IMAs) to more accurately describe what these agents do", said CRA chief executive Lau Peet Meng.

Still, gaming analyst Jonathan Galaviz wondered if it was necessary for junkets to be allowed here. Both MBS and RWS have posted record-breaking profits and recently announced their first dividend payouts less than two years after they started operations.

"Casino gaming revenues are already at record levels and adding junket operators to the mix seems to be quite unnecessary at this stage," said Mr Galaviz. "Singapore must protect its reputation as a transparent and well-regarded centre of finance. The entrance of junket operators into the Singapore market must be carefully monitored and highly regulated."


Who are casino junket operators?

Junket operators are middlemen who bring in high rollers, individually or as a group, to the casinos.

Often, these gaming promoters throw in free flights, hotel stays, entertainment, and food to these players, in return for them spending a certain period of time or money at the tables. They also extend credit to these players to entice them to gamble, as well as handle debt collection.

Casinos then pay these junket operators a commission, based on the turnover of the players they bring in. Some of these players can wager up to tens of millions of dollars per trip.

Junkets can help casinos reach VIP players in markets where they have limited marketing reach. They can also be highly lucrative for casinos. In Macau, for instance, junket players account for some 70 per cent of gaming revenue.

But some junket operators have been also alleged to be linked to organised crime or that they use threats and violence to collect gambling debts. Others are said to be engaged in or facilitate illegal activities, such as money laundering or engaging in side-betting with the players they bring in.

With official permits, these two Malaysian operator will now be allowed to bring in high rollers to casinos here for a commission.

However, they are only allowed to bring in foreigner and are not allowed to target locals.

The tightening of regulations was to give CRA more discretion in deciding whether or not it will issue a licence and how many to issue.

CRA said the enhanced regulatory framework would ensure that licensed junket operators conduct business in a tightly regulated environment.

The authority also added that it will not hesitate to take action against the junket operation or casinos should they be in breach of the Casino Control Act or its regulations.

As the operators usually bear the burden of providing credit to players, CRA has to conduct checks on their track record, financial history and conduct face-to-face interviews.

According to The Straits Times (ST), the two operators are endorsed by Resorts World Sentosa have passed the test and they can begin operations immediately.

12 other applications have apparently been rejected for reasons such as funds that are unaccounted for, said ST.

There are applications still pending but CRA would not specify how many.

A junket operator licence is valid for a year.

The wait is finally over for Resorts World Sentosa, which yesterday received government approval for two junket licence applications it endorsed nearly two years ago.

But even as Singapore allows the first licensed junket operators onto the gaming scene - which potentially fuels gaming revenue growth here - 12 other applications were rejected, signalling the government's stringent stance.

This comes at a time when Singapore's Casino Regulatory Authority (CRA) is tightening junket regulations in a bid to make the industry, which transacts large sums of money, even more transparent and accountable.

International market agents (IMAs), or so-called junket promoters, can extend credit to highrollers or organise trips for them to play at the casino in exchange for commissions.

The CRA yesterday awarded two one-year licences to Huang Yu Kiung and Low Chong Aun, two Malaysian IMAs with an international clientele. But their licences with RWS, which took effect yesterday and are set to expire on March 21, 2013, may be revoked if the two fail to remain suitable.

An RWS spokeswoman said the casino operator is 'delighted' with the licensing of IMAs in Singapore.

'The addition of IMA business for the overseas VIP market will bring a progressive new source of high net-worth play into our gaming environment,' she said.

This will bring economic benefits for both Resorts World Sentosa and Singapore. RWS will work closely with the authorities to comply with Singapore's junket regulations in its execution, she said.

A Marina Bay Sands spokesperson said it looks forward to learning more, but will not be providing further comments at this time.

BT understands MBS hasn't endorsed any junket licence applications. But Robert Goldstein, Las Vegas Sands' president of global gaming operations, recently indicated to investors it is keen to participate, once a structured junket industry is approved in Singapore.

CRA didn't specify how many local and overseas applications it received to date, but said it is currently evaluating other applications and conducting probity checks to determine the applicants' financial soundness, sources of funds, as well as the suitability of its employees and associates.

The changes are part of an ongoing review of the Casino Control Act, which will be amended over the next few months.

Key among amendments to the Casino Control (Junkets) Regulations 2009, is a requirement that the licensed junket operators bring in only international highrollers to the two casinos.

'We have decided to use the term, IMAs, to more accurately describe what these agents do. They will focus on bringing in foreign highrollers to our casinos, and they will not target our locals,' CRA Chief Executive Lau Peet Meng said.


'CRA has put in place a tight regulatory regime for the IMAs, and we have every intent to exercise our powers to ensure the casino operators and IMAs comply fully with our regulatory requirements,' he said.

To ensure better governance, the new rules now require more extensive financial reporting and credit assessment by IMAs. In addition to endorsing the junket licence application, the casino operator also has to provide a due diligence report to support the application.

In other words, the new rules place greater onus on the casino operator to ensure its arrangement with the junket operator won't compromise the integrity, stability and credibility of its operations.

If the casino operator fails to exercise due diligence, it will be liable for disciplinary action, and the penalty will depend on the severity of the breach.

Also setting Singapore apart from other gaming jurisdictions is a new rule that prohibits commission sharing among junket operators.

That's aimed at discouraging the emergence of subjunkets, or unlicensed junket operators working under the guise of a licensed operator. Junket operators that flout that rule will be subject to a fine of up to $100,000 or up to 12 months jail or both.

The CRA also has the discretion to stop granting licences to junket operators if it's deemed to be in the public interest. This is aimed at encouraging casino operators to be careful about the junket operators they endorse. Previously, there were no laws limiting the number of junket licences granted.

To ensure that casino operations are not compromised, the CRA will have the power to suspend the IMA licence at any time if it deems necessary. For instance, junket operators that are being investigated for regulatory breaches or criminal offences may have their licences suspended even before the end of the probe. While their licences are suspended, these IMAs cannot operate.

While junket operators are expected to conduct debt collection through legal means, the regulations to date do not prescribe what those methods are.

One industry source said that he isn't surprised by the tightening of junket regulations and that licensing IMAs may lead to more self-policing within the industry.

'Prohibiting sharing of commissions is good because it ensures the integrity of the business, and if the junket operators violate that, they know it's game over,' a Singapore gaming analyst said. 'There's more political will to make sure that the integrity of the Singapore casino market is maintained, compared with other jurisdictions like, say, Macau.'

A junket source agreed. 'The probity checks will be meaningless if licensed junkets can work with unlicensed third parties, which is happening a lot in Macau,' he said.

Genting S'pore shares surge after govt OKs junkets

SINGAPORE - Shares of Genting Singapore surged as much as 8.6 per cent on Friday after the city-state licensed two Malaysian casino junket operators in a move that could help the firm attract more high rollers to its casino.

Genting shares were up 6.8 per cent at S$1.74 on volume of 57.5 million shares. The stock was among the top two traded shares by both value and volume in the Singapore market.

Singapore's Casino Regulatory Authority, in a statement dated Thursday, described the two operators as international market agents who 'will focus on bringing in foreign high rollers to our casinos'.

OCBC Investment Research said the move is positive for Genting Singapore as it will bring a new source of high net-worth players into its casino. It is also expected to lead to an improvement in the company's credit risk, OCBC added.

But OCBC said it may need a while to get the junket operations running at full steam. OCBC maintained its buy rating and S$2.02 target price on Genting Singapore stock. -- REUTERS

Man jailed 2 weeks for theft at Marina Bay Sands casino

A Malaysian odd-job worker would place bets with other punters and where possible would claim all the winnings for himself.

Lee Ting Hin pleaded guilty on Monday to theft and was sentenced to two weeks in jail.

A district court heard that on April 4, the 31-year-old entered the Marina Bay Sands casino through the foreigner entrance at about 5pm. He placed a $25 chip onto a $50 chip wagered on the Sic-Bo table. This is a game of three dice, also known as Tai Sai.

When the bet won, Lee claimed to be its sole winner and collected the $75 winnings as well as the $75 in chips. He then left the casino.

Actually for a start you should play 3 bases. Practise at home. In MBS, the dealer ever restrict my friend from playing beyond 3 bases, because there was other players who want to play. So my friend just take off his chips and went another empty table. Reason he do so is he want total control of what he is playing. Because if he has a bet which does not need surrender, he may want to stand and others want to hit or double. or even a situation where he wants to stand but others want to split. Unless others who play just want to tamba behind his bets and not question his decisions.

Playing 3 bases is easier to control because most people play 1 base and at one stretch go to 5 bases will be hard to control and get distracted by too many bases.

So far there are not many information on surrendering cards but this is the key to winning blackjack.

He will tell me
Player lose rate is 78.79%, win rate is 21.21%
That means to say if 10000hands are played, 7879 will lose 1 unit and 2121 times will win 1 unit. Total will lose 5758units in 10000hands.
If the surrender rule is applied, 10000hands will lose 1/2 unit each and total will lose 5000 units.

5758-5000 that is a difference of 758units in 10000hands. Close to 8%.
