You wait long long. The monetary base has increased, but money supply (M2) is stagnant because the money multiplier (rate at which banks convert reserves into deposits and currency) is low. Money velocity (rate at which money is being exchanged in the economy) is also still falling. Inflation and inflation expectations are low. Who needs to raise rates.
