If they have been doing an excellent job, there wouldn't be a spike of cases the last week. Obviously, their half hearted attempts in order to preserve their own investments have led to this sorry state of affairs.
They are one of the few governments who have successfully balanced competing needs. Shutting everything down and confining everyone to their homes would be easy given the mass surveillance capabilities of the authorities but the government also knows that businesses need turnover and employees need jobs.
Everything in life is a compromise. Take road accident deaths as an example. There are 120 deaths a year. That's 2 per week. Thousands more are seriously injured. Do we close all roads to eliminate traffic deaths? The answer is obviously is no because the economy depends on the transport system to function.
Same applies to dealing with the coronavirus. Life needs to continue, people need jobs.
