Police have advised the public not to circulate or repost a notice of an incident where a man was alleged to have tried to grab a child in Hougang. Police said there was no such attempt to "grab" the child.

SINGAPORE: Police have advised the public not to circulate or re-post a notice of an incident where a man was alleged to have tried to grab a child in Hougang. Police said there was no such attempt to "grab" the child.

Police said they received a call on Monday at about 11.00am informing them about a man in his 50s who was seen interacting with some children near Block 326, Hougang Avenue 7.

Police contacted the informant and the PAP Community Foundation Centre to establish more facts. Police said investigations are in full swing to identify and pick up the suspect who lives in the neighbourhood.

PCF Hougang Branch at Block 328, Hougang Avenue 5, had sent a letter to parents and guardians warning them about the alleged child grabbing incident on the same day.

Police said they have advised the PCF branch to retract the letter.

Police said circulating or reposting the incident can generate unnecessary public alarm, causing fear and panic in the community. Transmitting false messages is an offence under the Telecommunications Act.

Police said if this is done with intent to cause fear and alarm, or to incite offences against a class or community of persons, it would also be an offence under the Penal Code.

Offenders may be punished with a jail term for up to three years, fined or both.

Police have advised parents and care givers to take measures to prevent their children from becoming victims of crime. These include ensuring that young children are accompanied at all times, not leaving the child out of sight, and teaching the children not to follow strangers.

Parents, guardians or care-givers of young children should also call 999 or make a police report so that the police can take immediate action if they come across such incidents.

This is the SECOND time that the police have declared that such incidences are false, and even WARNED people not to tell others not to circulate or repost because it will cause unnecessary alarm and incite hatred against "against a class or community of persons".

What is the basis for this? How come the police seem to be protecting a "certain class or community of persons"?

This is the second time such a report has been made.

How did the police conclude so quickly the person who made the report had either fabricated or exaggerated, or had made a mistake? That person confessed? That person admitted he/she was in error? That child spoke up and told his parents that actually no one tried to grab him?

I think the police has something to hide. Circulating the videos will help to identify or catch the culprit.

1. first timing different from both reports.
2. locations also different as mata report blk 326 while stomp report blk 327.

btw, even thou blk 326 and blk 327 only one digit different but both blocks are quite far away from each other. it a good 100m plus walk from blk 326 to blk 327 with a badminton court, basketball court and a small park in between the two blocks.

if really at blk 327 lift lobby, then the siao lang must be very daring as the lift lobby just beside the shops that sell fresh produce to residents for the whole area as hougang no longer have a wet market. it packed with shoppers who buying the fresh produce to cook for later part of the day.

A "child-grabbing" incident in Hougang Avenue 7 that created a buzz online has turned out to be a false alarm, after a police investigation confirmed that there was no such attempt.
Police said in a statement that they received a call on Monday morning informing them of a man who was seen interacting with some children in the vicinity of Block 326, Hougang Avenue 7.

The police said: "Our subsequent investigation confirms that there was no such attempt to 'grab' the children."

The police then contacted the informant and the PAP Community Foundation Centre kindergarten at Block 328 to establish more facts. A preliminary investigation revealed that the suspect is a "neighbourhood character".

The police said the 43-year-old man in the incident has been interviewed and the case was one of a misunderstanding between the parties involved, "with no malicious intent".

On Monday, an advisory was put up outside the kindergarten alerting parents to a "child-grabbing" incident and urging them to be careful. The advisory said that "a man tried to grab a child from her mother, but, luckily, the mother was holding the child's hand and the man ran away".

A photograph of the advisory was posted online and went viral, with many parents expressing concern. My Paper understands that the man was in a lift with the woman and her daughter when he tried to hold the child's hand. The woman reported the incident.

In order to prevent unnecessary alarm, the police said that the public should not circulate or repost the online photo of the advisory, and added that transmitting false messages is an offence.

My Paper understands that the advisory was taken down from the door of the kindergarten yesterday morning.

Transmitting false messages is an offence under Section 45 of the Telecommunications Act. If the false message does not relate to bombs or things that can explode or ignite, the penalty is a fine of up to $10,000, up to three years' jail, or both.

If the transmission of the false message is done with intent to cause fear and alarm, or to incite offences against a class or community of persons, it may also be an offence under Section 505 of the Penal Code. Offenders may be jailed for up to three years, fined or both.
