漁農自然護理署執法不力，縱容南亞組織將郊野公園變成牟利工具！郊野公園原是市民假日玩樂好去處，然而金山郊野公園石梨貝水塘燒烤區每逢公眾假期卻淪為「南亞燒烤場」，動輒過百人霸爐，疑收取每人約二百元入場費，更非法賣酒，農曆新年長假期料情況更惡劣。此舉不但令其他市民「望爐興嘆」，他們事後更將食物殘渣、空酒樽等隨處丟棄，污染郊野公園環境。有立法會議員批評漁護署責無旁貸，不應「推得就推，賴得就賴」，要求署方加強巡查。
石梨貝水塘位於金山郊野公園，設三個燒烤場，共有逾七十個燒烤爐。本報記者去年十二月接連兩個周日到燒烤場巡視，發現當中最大的二號燒烤場被大群南亞人士霸佔，估計有二百至三百人。霸爐人士均有備而來，搞手周日早上或提早一晚帶同發電機、擴音器、鐵架及橫額等在燒烤場空地搭台，並以綵帶等裝飾四周。他們在燒烤爐上放炭，霸佔全部燒烤爐，大台上掛着寫有「Taplejung Society Hong Kong」橫額，即尼泊爾城市塔普勒瓊，相信活動是由該地在港同鄉會舉辦。
人群中午起陸續湧至，不少人穿着民族服飾，又以擴音器大聲播放音樂及載歌載舞。燒烤場搭出數個帳篷，有人售賣入場券、燒烤食品換領券及酒精飲品等。對上的聖誕節亦有活動，根據翌日地上所剩的門票所見，聖誕節活動由「STATE NO.1 GURUNG SOCIETY HONG KONG」所舉辦，即生活在尼泊爾中部的古隆族。門票寫明價格為二百元，包括無限燒烤食物（Unlimited BBQ），舉辦地點為「Monkey Hill HK」，估計是指猴子聚居的金山郊野公園。
嚇怕市民 衞生堪憂 議員怒轟
活動引起不少行山人士不滿，陳先生首次行經金山郊野公園，坦言感震撼，他原本以為是私人活動，並指噪音十分滋擾，亦擔心引來衞生問題：「食物整到周圍都係，可能引到猴子攻擊人！」另一名行山人士黃先生亦批評，參與活動人士將食物四處亂拋棄，污染環境，認為政府應監管組織於郊野公園舉辦活動，以免對行山市民造成滋擾。
立法會議員陳恒鑌轟漁護署態度被動，待出現投訴才作巡查。他又認為事件嚴重，擔心其他組織或機構會「有樣學樣」，霸佔郊野公園作牟利活動。陳要求署方調查清楚，認真對待事件。對於組織大舉霸佔燒烤爐問題，陳建議漁護署可探討以手機應用程式等較先進及方便的方法，讓市民可提早預約，免卻出現爭拗情況。深水埗區議員兼立法會議員鄭泳舜就指，早前已知悉有關情況，認為相關情況對行山人士一定有影響，又批評漁護署在郊野公園管理上欠積極。
有相為證 署方死撐無人違規
漁護署發言人回應指，根據法例，未經許可下在郊野公園內出售或出租任何商品或物品，即屬違法。職員一直定期巡邏金山郊野公園，留意到有不同人士在有關燒烤地點進行燒烤活動，截至去年十二月十日共接獲四宗涉及有郊遊人士在金山郊野公園進行燒烤活動時，發出噪音或霸佔燒烤場地的投訴，但調查後暫未有證據顯示有人售賣物品或霸佔燒烤場地作圖利用途。署方會加強監察有關場地的使用情況，如發現違規行為，會採取適當跟進行動。

The Agriculture, Fisheries and Conservation Department has been weak in law enforcement and has indulged South Asian organizations to turn country parks into profit-making tools! Country parks were originally a good place for public holidays. However, the Jinli Country Park Shilibei Shuitang barbecue area has become a "South Asian barbecue field" during public holidays. It has been over 100 people and it is suspected to charge an entrance fee of about 200 yuan per person. More illegal sales of wine, the Lunar New Year long holiday materials are even worse. This has not only caused other people to "sigh", but they have also discarded food residues, empty wine cellars and so on, polluting the countryside park environment. Some Members of the Legislative Council have criticized the AFCD for being duty-bound. They should not "push it on, and rely on it" and ask the Department to step up inspections.
Shilibei Reservoir is located in Jinshan Country Park and has three barbecue pits with more than 70 barbecue pits. Our reporter visited the barbecue site on two consecutive days in December last year and found that the largest No. 2 barbecue farm was occupied by a large group of South Asians, with an estimated 200 to 300 people. The tyrants are all prepared, and they will be equipped with generators, loudspeakers, iron frames and banners on the morning of the morning or early morning, and will be decorated with ribbons and other decorations.
