I believe Khlong Saen Saep is spared because it runs through New Petchaburi Road which is parallel to Sukhumvit Road. If KSS overflows the tourist shopping belt will be affected.

In some years the winds, clouds and rains will miss the schedules. Looks like this is one of those years.
A plan to evacuate people from 13 districts and eastern zones of Bangkok located outside flood barriers has been prepared by city officials, who warned yesterday that some parts of the capital will be submerged by overflows from the Chao Phraya.
The weather bureau said Saturday that a monsoon trough still covering the lower Central and Eastern region would develop into a low-pressure cell in the centre of the South China Sea.
Also, a moderate southwesterly monsoon covered the Andaman Sea, the South and the Gulf of Thailand. These conditions had caused torrential rain in the Central area including Bangkok and nearby provinces, as well as the East and upper South.
Eastern parts of Bangkok likely to be flooded are Min Buri, Nong Chok, Lat Krabang and Klong Sam Wa.
The 13 districts at risk are Bang Sue, Dusit, Phra Nakhon, Samphan Thawong, Bang Kholaem, Yannawa, Klong Toei, Bang Plat, Bangkok Noi, Thon Buri, Klong San, Rat Burana and Thawee Wattana.
Some nine canals in the capital would also be flooded, the National Disaster Warning Centre also warned.
The centre reported that the level of water in Bangkok was rising drastically, especially in Klong Bang Phrom, Klong Bang Wak, Klong Prem Prachakorn, Klong Lat Phrao, Pak Klong Talad, Klong Bang Sue, and Klong Maha Sawas. Officials were urged to prepare relief for people living in areas at risk of being flooded.
Bangkok Governor Sukhumbhand Paribatra said Saturday that torrential rain caused flooding in 17 areas across Bangkok. Ratchadaphisek Road was the hardest hit area. "We will still handle the flood situation in Bangkok," he assured.
The level of water around the intersection between Ratchada and Lat Phrao was 30 to 40cm deep, which paralysed traffic in the area.
Other areas affected were Ratchayothin intersection, Lat Phrao intersection, Lat Phrao Soi 22, Ngam Wong Wan Road, Kaset intersection, Pradit Manoo Tham Road, Phaholyothin, Srinakarin Road and Nawamin Road.
BMA officials used pumps to drain excess water from the roads, which was funnelled to the Rama IV-Ramkhamhaeng water tunnel.
"We expected that the water level would recede within two hours," Sukhumbhand said.
With many people worrying about flood water from the North that will hit Bangkok, Sukhumbhand said city officials were still able to drain water continuously.
He visited barriers built to keep out water, to monitor the situation at Rangsit canal water gate 6, which is connected to Pathum Thani. He ordered officials to strengthen barriers to prevent water flowing into Rangsit canal.
In the late afternoon, the governor organised a religious ceremony and asked holy beings to push water into other areas.

Floods in Pattaya are mainly due to poor drainage system. Many areas (Nakluea and Third Road along Pattaya South and Central) are developed with poor drainage system. The lower areas are prone to light floodings (<0.5 metre) after heavy rain, especially when it's high tide. It comes fast but it also goes fast.Remember on one of my visits to Pattaya a few years ago and I saw some businesses had sandbags around their premises & when I took a look at the beach, there was alot of debris along the beach.

Good to hear that Pattaya is not that badly affected. Heard from a friend that it's really bad in BKK. Been told that 80 yr old senior citizens have never seen such flooding. The malls are allowing people to park their cars on their premises.

Yes, one thing that impress me about Thais is they are always united when it comes to natural disasters. Cannot say the same for political matters. My landlord also politely requested the tenants to volunteer to build sandbags and damage control if necessary. Almost all the tenants (Thais and foreigners) agreed to help out.
However, do take note there are some minority bad businessman capitalizing on the disasters to make money. Eg. renting of storage places.

This happen everywhere lah. Found out this from a friend who need to move his machinery as his factory has a high possiblilty of being flood. He cannot confirm his factory will kena but he chose not to take a risk. The service is quite professional, including dismantling, removal, transportation, storage and vice versa. Yes, the price is not cheap compared to normal times. Anyway, my friend just take it as part and parcel of the business. The business has make money during the good times. And he just have to accept this.
Also want to add that the public toilets in BKK are one of the cleanest i've seen when you compare to some other countries
It depends. But they have improved over the years. Last time difficult to find liquid soap or whatever soap inside the toilet. So after shitting it kind of felt weird without soaping your fingers.
I learned my lesson. So I only go to hotel toilets...haha. Erawan Hyatt is tip top, so is Arnoma hotel. Gaysorn so so, Central Plaza so so, MBK so so, Amarin Plaza so so.
Add on the ones in the airport (transit area) also very good....comes with seat covers

Yep. think most toilets are cleaner for the few reasons. Thais are generally more civic minded (automatic) and most toilets in the malls are maintained by a cleaner, usually auntie. Toilets are kept dry most of the time. Also, cannot smoke inside toilet. Auntie will shout very loud at the cubicle to put out the cigarettes. :p This I kena before and fierce Thai auntie scold me for smoking, all the way from the cubicle until I get out of the toilet.
Even the countryside toilets (Those without flushing system), are quite clean. Usually, there's a big water container with a plastic cup for manual flushing.
