I suggest widening the dependency ratio but perhaps to quell those xenophobic concerns, perhaps a higher levy beyong a certain percentage and a deposit from employer

With yuan strengthening there will be some job displacement in China. Some 6 million graduates emerge every year - we should be able to get some top talent to come here to boost our economy
They can join as executives and managers, so no only as waiters and chefs
