His wife is European and it's common in Europe for men to put their arms around women's waists, and it's common for women to dress up braless (different from topless which would be indecent exposure). From the background of the picture, it's clear that it was some open social function. His wife and colleagues most probably knew about it and didn't mind it.

There must be a logical reason why his arm is on her waist and his chest is against hers right? There must be a logical reason why he doesn't do it to every lady that he takes a photo with right?

We are an Asian country with Asian values. The fact that his wife is ang moh or it is a social function has nothing to do with it. Rather it is an Asian politician getting too close to a sexily dressed woman.
