How to deal with hoarding neighbour that sleeps outside along common corridor
GeneralFor over 20 years, I have been tormented by a crazy uncle that loves to collect rubbish. Since his 5-room HDB flat is full of trash, he now resides along the common corridor and staircase.
He treats the area like his own storage space, collecting broken furniture, twigs, rocks, placing them along the stairwell. He also collects dozen packets of food everyday from a coffee shop donation. Food packets are often placed along the stairwell and half-eaten ones hung on a clothes rack, left to rot.
I have called town council on various occasions to get rid of the rotting food and rubbish, but he always brings back more. He gets mad when they clear his stuff and seeks compensation from the cleaners (claiming his stuff is worth tens of thousands of dollars). Sometimes, he even argues with the town council officers, resulting in nothing being done.
I'm at my wit's end. He goes to the void deck everyday to shout, bad-mouthing me aloud and now I've developed auditory hallucinations of him shouting. He contradicts himself when he shouts, as he is being disturbed by passing neighbours when he eats/sleep at the staircase. But why complain about privacy when he chooses to live outside?
Is there anyway I can report this person? I tried Comcare and MSF but to no avail.
EDIT: Couldn't add this extra background info as it was flagged as relationship content. He fought with his ex-wife about not being able to keep Mcdonalds wrappers and happy meal boxes. It is now littered all over the corridor as he probably uses them as napkins or boxes to contain more trash.
