Boon Keng neighbours allegedly subjected to disturbance by 1 resident for more than 10 years
Attempts to mediate have been unsuccessful.

A man living in an HDB flat at Boon Keng Road has been allegedly harassing neighbours on both the upper and lower floors for more than a decade.
Mothership first came across the story when a video showing a woman tearing down Chinese New Year decorations from the door of an HDB flat unit was uploaded to YouTube on Jan. 12.
The video, a CCTV footage taken from the front door, is an eight-minute-long video of the woman and two others giggling and laughing as they point at something on the door.
They appeared incredulous, and the main lady continued to knock on the door as she called out: "Hello sir, are you okay?".
At one point, she also shook her head and said: "No one deserves this."
No one deserves what?
What were the ladies pointing and laughing at? Who was she calling out for? And what does she mean by no one deserves this?
Looking through the other videos posted on the channel (which is named FIGHTING CRIME, ONE VIDEO AT A TIME!) also gave less answers and more questions.
There were various CCTV footage of people at the same doorstep, as well as multiple clips showing police officers supposedly responding to reports.
In several of the videos, people can be seen yet again photographing something pasted on the door of the unit.

Mothership headed down to the unit on Jan. 15 to find out what the curiosity was.
It turned out to be a poster bearing the image of a man believed to be a neighbour printed and pasted on the gate, along with instructions to call the police.
A QR code linking to the YouTube channel was also displayed.

Unfortunately, there was no response to repeated knocks at the door.
However, it appeared that the homeowner spoke to Stomp regarding the three ladies that appeared at his doorstep.
The outlet reported on Jan. 15 that the homeowner, surnamed Lee, said he did not know three of the women seen in the footage.
However, he recognised a fourth woman — who remained inside the lift — as a relative of a neighbour with whom he has an ongoing dispute.
One of the women who appeared at his doorstep has since revealed herself on social media to shed her side of the story.
While she "110 per cent" does not condone her actions against the homeowner whom she describes as a "nightmare neighbour", she said that many of her neighbours have made police reports against the man.
She went on to share a list of things he allegedly did to his neighbours, including clanking the water pipes during the wee hours, intentionally holding the lift doors open while his neighbours were still inside, verbally intimidating his neighbours, and making racist remarks.
Ongoing disturbances
Mothership spoke to several residents in the block, who concur with her statements.
The neighbours alleged that the man behind the video has been persistently disturbing neighbours on both the upper and lower floors for more than a decade.
While his videos have portrayed him as the victim, neighbours said they were the ones who had been suffering from his various antics.
Residents described being woken by loud knocking noises in the early hours of the morning, as well as repeated banging on beams connecting their units.
One neighbour said the disturbances began when she was a teenager and have continued into her thirties.
According to residents, hearing knocking sounds at around 3am has become routine.

Some also said the man frequently travels between floors to shout and throw objects such as stones and cigarette butts.
One resident recalled seeing a drone fly down to her unit when she was younger.
Another long-time resident alleged that the man has directed racist remarks at his family.
Several neighbours said the man’s behaviour worsened during the Covid-19 period and after he was jailed in 2022 for a harassment offence related to his work.
Traumatised children
One family has borne the brunt of the alleged harassment.
Videos shown to Mothership show the man arriving at the family’s floor, shouting incoherently and intentionally bumping into the resident.
The man has also allegedly followed the resident’s two young daughters on their way to school, and hidden to scare them.
The children are said to be so traumatised that they are now unable to leave the house without their parents.
The resident told Mothership that numerous police and OneService reports have been filed over the years, but said no effective action has been taken.
The most recent report was made on Dec. 21, 2025, after the man allegedly elbowed him in a lift and held the doors open to prevent him from leaving.
Previous attempts by the police to speak with the man allegedly went unanswered, and scheduled appointments with the Community Mediation Centre were also unattended.
Hoping for a resolution
Residents who spoke to Mothership said they feel increasingly resigned, believing there are limited options available to them.
“If we don’t get used to it, then how?” one resident remarked when asked how they are adapting to the situation.
Another shared that taking legal action would place a financial burden on them.
A third expressed hope that authorities could do more to address long-running neighbour disputes, adding that news of a recent fatal case involving feuding neighbours in Yishun had left them fearful.
All residents declined to be named as they are afraid of retaliation by the man.
Mothership has reached out to Jalan Besar Town Council for comment.
