i certainly agree that the current NS period is a tad too lengthy, and i certainly agree that instead of constitutional conscription, men between 18~20 years of age should be allowed to choose their entry time into the armed forces, paid a full salary instead of the current allowances.

in that same post in the old Delphi forum, i've added these...

i reckoned that 12 months sounds a plausible frame for revised BMT (4 months), vocational training (4 months) and active NS (4 months) should be enough to equip a layperson with basic military skills to survive as a fairly trained infantry man and/or pioneer.

specialists and officers with real leadership qualities are then selected only after the full completion of the 12 month cycle, and these groups of folks would be given to option to be relieved of the full 10 year reservists cycle, provided they fulfill the the following requirements.

all selected personnels upon completion of the specialists' training (6 months) would undergo officers' selection, the unselected folks could then choose to serve active NS as a specialist for 12 months or undergo 6 year reservists cycle as an NCO.

the selected officer-to-be would then undergo officers' training (6 months), upon graduation, the officers can choose to serve as active officer for another 6 months or undergo 3 year reservists as a commissioned officer.

any drop-outs from any of the courses would render the specialists an infantry man/pioneer; and likewise, the officer to an NCO level. reservists training and call-ups for normal infantry men should be cut down to the age of between 29~31years of age, which still coincides with the current 10 year cycle, but with no more than 2 weeks of service per call up, and no more than 1 call up per year.

any voluntary service exceeding a certain criteria would be credited and can be used to offset the number of reservists cycles; and to end off this point, real soldiers are war-trained, peace time training is merely theory afterall.

soldiers need to learn to shoot straight, NCOs need to learn to lead and to shoot straight, officers need to learn to plan, to lead and to shoot straight... and most important of all, the regulars need to motivate, to plan, to lead and to shoot straight.
