Two law enforcers charged with corruptly obtaining sexual favours

A staff sergeant of the Singapore Police Force and a senior investigation officer at Manpower Ministry have been charged with corruption for allegedly obtaining sexual favours.

SINGAPORE: A staff sergeant of the Singapore Police Force (SPF) has been charged with corruption for allegedly obtaining sexual favours from a suspect, in return for showing her leniency.

Parthivan Ramaya, attached to the Ang Mo Kio Police Division Headquarters, is accused of obtaining physical intimacy from Dwi Sulistiani on four occasions on 4 January 2013.

Dwi was arrested by the accused in connection to a theft case and was brought back to Ang Mo Kio police station.

Court documents state that Parthivan, 32, recommended leniency in Dwi's theft case as an inducement.

The alleged sexual favours took place at the police station, Parthivan's Yishun Ring Road flat and at a stairwell along Fernvale Road.

Separately, another law enforcer, a senior investigation officer at Manpower Ministry faces three counts of corruption.

Norezwan Em, 27, is accused of obtaining sexual favours from Chinese National Liu Lihua on three occasions at a car park in Clementi and Oxley Hotel 88 between 30 October and 6 November 2012.

The alleged sexual favours are an inducement for the accused to extend Liu's stay in Singapore.

If found guilty, each of the accused faces up to five years' jail and S$100,000 fine.

A police officer and a Manpower Ministry officer have been charged in court separately, accused of corruptly receiving sex from women in return for favours.

Parthivan Ramaya, 32, a staff sergeant with the Singapore Police Force, allegedly had sex four times with a theft suspect in January this year, Channel NewsAsia reported.

The suspect, Dwi Sulistiani, was earlier arrested by Parthivan.

The incidents took place at the Ang Mo Kio Police Division Headquarters where the accused worked, at his flat in Yishun Ring Road, and at a stairwell along Fernvale Road in Sengkang.

Court documents showed that he later recommended leniency in Dwi’s theft case.

In the other case, a senior investigation officer with the Manpower Ministry was charged with three counts of corruption, the news channel reported.

Norezwan Em, 27, reportedly had sex with Liu Lihua, a Chinese national, at a carpark in Clementi and at Oxley Hotel 88 between 30 October and 6 November last year.

The officer was allegedly persuaded to extend Liu’s stay in Singapore after receiving the sexual bribes.

If convicted, each man could be jailed up to five years and fined up to S$100,000.

MOM officer pleads guilty to getting sexual favours

He abused his position as a Ministry of Manpower (MOM) officer to satisfy his lust.

It was Norezwan Em’s duty to conduct investigations on employment offences, but he ended up committing offences himself.

Yesterday, the 28-year-old pleaded guilty to three counts of sexual corruption involving a 26-year-old Chinese national.

Between Oct 30 and Nov 6 last year, he got sexual favours from her on the pretext that he could help to extend her stay in Singapore.

MOM officer jailed 8 months for corruption

SINGAPORE: A senior investigation officer at the Manpower Ministry has been sentenced to eight months' jail for corruption.

27-year-old Norezwan Em admitted to obtaining sexual favours from Liu Lihua from China on three occasions at a carpark in Clementi and Oxley Hotel 88 between 30 October and 6 November last year.

The alleged sexual favours are an inducement for the accused to extend Ms Liu's stay in Singapore.

In District Judge Eugene Teo's oral grounds for decision, he said Ms Liu was "not the sort of business-savvy, astute and worldly-wise woman" but one who was "seeking official recourse in a foreign country after having suffered a grievance".

The judge said the accused used his position to exploit the woman "where and when she was most vulnerable".

This led to the woman complying with the demands of the accused.

Judge Teo added that there is clear public interest in the preservation of the integrity of the public service and a deterrent sentence is warranted.

But he also noted that Norezwan pleaded guilty at an early stage and there was no "substantial perversion" of the ministry's procedures.

Norezwan could have been jailed up to five years and fined S$100,000 on each count.

In response to queries from Channel NewsAsia, MOM said Norezwan had been interdicted from duty since end-February this year.

The officer pleaded guilty last month.

MOM added that public service disciplinary proceedings against the officer would start when the case has concluded. - CNA/xq/ir
