There were names of ordinary detectives from SSIB in those good old days that sent shivers down the spines of "pai kias" (or rather cowards that attack in groups). If the Head is unknown outside then might as well close SSB.
I don't understand what has taken place that led to police officers of today prefering to be "low-profile". Maybe something to do with the taking away of pensions and other major changes that changed the Schemes of Service.
Imagine a Singapore becoming like Harlem and backlanes of Rio De Janeiro.
My hunch is that officers on the ground look for signals from their superiors. If the latter plays it safe, why would their subordinate risk being a maverick? When tiok complaint, no backing means many $$$ setbacks.
In addition, the past SSB detectives were themselves SS/triad members when young. They spoke the lingo, behaved even more pai kia than the pai kias etc. Some were even more knowledgeable on SS matters than SS members. I am also aware some of the competent ones do not want a psoting to SSB. They do not want to be put in difficult situations. I can think of at least 3 very competent senior officers who would make a great Head SSB.
When I hear comments passed on the standard of SSB today by SS/triad members, I also lau kui.
An okt friend of mine once told me that one Hd AVB brought visitors to a fuckshop in Geylang and that particular okt couldn't even recognise the Hd AVB. Even asked Hd AVB and his guests what type of char bor they want!
