This idiot must have passed himself of as a bilingual where his master language is Mandarin and not English. In the 90s this problem surfaced as SAP school output started to hit the workforce. It was thought better to hire bilingual candidates in PR and media roles. In the civil service the same occurred but it was quickly corrected as these chaps tend to memorise by rote and the context became an issue. I once came across a serious and good article in Tangent where I saw something similar.
