RESPONSE TO MND’S LETTER ON FMSS’ ACCOUNTS

FMSS’ ACCOUNTS
We refer to your letter, received today.
We are appalled at the series of careless accusations made by your Ministry against Aljunied Hougang Punggol East Town Council (AHPETC). It is shocking that despite our clarifications on your allegations relating to lost monies and overpayment, your Ministry continues to make spurious statements to distract the public and aimed at politically discrediting AHPETC. A copy of our Open Letter to Residents published in June 2015 can be found at this link (http://www.ahpetc.sg/sylvia-lims-open-letter-to-residents/) for your reference.
We reiterate that FM Solutions & Services Pte Ltd (FMSS) was appointed the Managing Agent (MA) of the AHPETC for FY 12/13 and FY 13/14 pursuant to a contract awarded through a public tender. Similarly, FMSS bid for, and was awarded, a contract to provide Essential Maintenance Services Unit (EMSU) services, after an open tender. Payments made by AHPETC to FMSS were made pursuant to these contracts. Payment in accordance with contracts cannot be overpayment.
With regard to paragraphs 3 to 5 of your letter, we wish to highlight that arrangements between FMSS and its employees are entirely commercial and not within the control of AHPETC. I am not aware of the matters you have highlighted therein, as AHPETC does not ask its contractors about their profitability or internal arrangements. We emphasise that AHPETC has ensured that payments made to FMSS are in line with and within the budget provided under the tender awarded.
In any case, it is misleading and unfair to compare MA rates charged by FMSS with MAs of other town councils under the People’s Action Party (PAP), since their MAs did not submit a single bid for our public tender for MA services in 2012. FMSS’ bid for MA services in 2012 was assessed, using the former rates charged by CPG Facilities Management for the PAP-managed Aljunied TC as a baseline. It is also ambiguous as to what the Ministry means by an “abnormal” profit margin, when it is not clear what the other MAs’ levels of profit are in other town councils.
It is unfortunate that the political environment has put non-PAP town councils at a financial disadvantage due to the lack of competitive bidders. Your Ministry ought to recognise the existence of an imbalanced system and take into consideration the political reality of the situation.
Lastly, our stand remains that there is no basis for your Ministry to apply to the Court to appoint Independent Accountants. We also question your Ministry’s political motivation for issuing a public release on this matter at such a premature stage, when you say that your Ministry has not even completed a review of the findings by ACRA.

Many Opposition supporters were former PAP supporters during the 80s, the 90s and the early 2000s.
We once believed in the PAP. We once believed our cost of living will remain as affordable as always. We once believed our country is safe from con men and bullying foreigners. We once believed there is no homeless people in Singapore and elderly carting cardboards are a rare sight. We once believed our transport system is the most efficient without any breakdowns. And we once believed we locals will be given the first priority.
Then we woke up.
We looked outside the mainstream media and newspapers. We experienced and witnessed what's going on around us. We opened our ears to the taxi drivers, the coffee shop owners and the lower to middle income families. We listened to them as they tell us how they struggled to meet the rising expenses and costs of living while their wages aren't enough to afford them. We researched and found our ministers are earning million dollar salaries and many of us couldn't receive our CPF even at the age of 55. We saw how overcrowded our train stations are due to the 6.9 million population policy. We traced foreigners working in the government sector with fake degrees. We saw how foreign talents are able to breeze through universities and be employed in the top sectors while we the locals have to struggle with unemployment and proper education And that's when we switched sides.
In the past, the Opposition were weak and do not have any power or support from the people. Now times have changed and we've grown so strong we won a single GRC. We had a lot support from the locals and we know what we want.
Because we ourselves are true. blue. Singaporeans. And we're taking our power back.

SINGAPORE — Believing that Singaporeans are not just “numbers on a spreadsheet”, but citizens who should participate in determining the future of Singapore, Ms He Ting Ru decided to stand as a candidate to offer an alternative voice in Parliament.
Soft-spoken and articulate, the 32-year-old corporate lawyer, who studied at the University of Cambridge, drew much of the attention yesterday when she was introduced with three other Workers’ Party (WP) candidates. Starting out as a grassroots volunteer in 2011 in the Paya Lebar division, Ms He observed that there is “much room for improvement” in public policies and the policymaking process. Among her concerns are the pressures the younger generation faces, such as the cost of raising a family or caring for their elderly parents, and access to opportunities regardless of family background.
Ms He, who has been spotted working the ground in Marine Parade GRC, also urged young Singaporeans to stand up for their beliefs and play a part in shaping the country’s future, and said there was a need to find more ways to help young people contribute more in shaping policies. “I do not think we should rely solely on the few natural aristocrats to do so,” said Ms He.
Last month, Prime Minister Lee Hsien Loong had spoken of the need for a “certain natural aristocracy” who have earned the respect of others in society at an Institute of Policy Studies forum.
Through her “wealth of experience” from working in Europe and volunteering both locally and overseas, Ms He said she hopes to be able to contribute towards the policymaking process in Parliament. Some of her friends were “curious” of her decision to enter politics, while people she has not been in contact with for years have sent her messages after learning she was running. Not everyone agrees with her choice to join the WP, but there has been respect and support for her beliefs, said Ms He.
She added that her family will be helping her care for her eight cats during the busy election period. “But I actually make an effort to go home and cuddle them,” quipped Ms He. NG JING YNG

Kenneth credits his secondary three form teacher for inspiring him to take his studies seriously. After receiving his diploma, he developed an interest in Human Behaviour and took up a part-time degree in psychology while working. In 2005, he went to Australia to further his studies and obtained his Honours Degree.
Upon returning to Singapore, he joined the Singapore Corporation of Rehabilitative Enterprises (SCORE) in 2006 in order to apply his knowledge in psychology. His main responsibility was to reach out and engage the community to support the reintegration of ex-offenders who desired to turn over a new leaf. With the experience gained in SCORE, he went on to join the Singapore Cancer Society in Feb 2015 to serve the social service sector. Both positions provided him the opportunity to work with the marginalised and less fortunate in the society and helped him to gain a better insight of the issues and problems faced by them.
