The simplest reason why SPF failed is because it has always favour staff officers instead of operational officers. Almost all their key operational officers are staff officers in disguise. Even if SPF increase its staff by another 5000 also pointless.

They dun see the basic problem, paperwork do not solve the problem on the ground. SPF has come to a point where it expects its officers to be angels. Going home immediately after work. Anyone found to be with bad company will be condemned but it is these people who will give information and keep the ground closely monitored.

These sort of "decent" officers do not and cannot solve problem on the street. The indian riot is the failure of everyday policing where basic police work on the street was not done well. It was made worst when SPF outsource its work to private companies like ATOS and CISCO.

Shit, the SPF Intel Dept has a SAC (Tan Chye Hee), an AC (Lim Chin Tiak), a DAC (Cheng Khee Boon) and three Superintendents, plus other non senior officers.
What the hell? a waste of $$

Just look at the Indian Riot is a typical example.

During peace time, staff officers are 人才 and operational officers are 奴才.
When time of urgency,it seems all the SOP and Guideline were written by 蠢才.
And operational man who resolve the crisis becomes 天才.

Why SPF has come to the state where they value officers who "looks good" only during peace is because the country has not seen national level crisis for a long time. This decision will bite SPF back hard and will actually make Indian riot looks like a success when we look back much later. Over time, great operatives who feel undervalued has left and many are doing very well outside of SPF.

Look at their KPI, its all useless shit, and they are busy fulfilling it to get maximum pay. In the meantime, they forgot how to do real world policing. Hence, u have the problem today. If their KPI was changed to 0 riots, 50% decrease in drunken incidents in Little India, effectiveness of their response to major incidents, etc., they would have been flooding Little India with cops and shooting all the rioters on the spot. Currently, their KPI allows them to still meet maximum pay even with this sort of major incidents on their record.

that's a good idea. You take the top 20 senior SPF officers and you shoot them, and bankrupt their family. I bet you the SPF will be an on the ball force after that. who dare to fuck up after that?
