The starting point of course was that Sentosa incident when the cable car got entangled in the steel ropes by a shipmast. He was then a Colonel as Chief of GS or sth. If my tax money is going to pay for scholarships, I rather it go to pay for a future civil servant and for that I want the best, not some misguided leftist notion that scholarships (and consequent civil service jobs) should go to the less privileged. If you are good, you will still get the scholarship and make it to the top, even if you are born poor, Mr Goh Chok Tong by way of example.

OMS without the President's Scholar tag is common. For guys, only SAFOS and SPFOS or OMS+PS can be considered achievements.
