Transport Minister Lui Tuck Yew explained in parliament that the new satellite-based ERP system would have many benefits and it would not compromise people’s privacy.
He explained that all the data collected by the new system will be “aggregated and anonymised” so that individuals’ privacy is protected.

This was one of the concerns raised due to the fact that the new system would be able to track motorists’ movement and be able to charge motorists depending on the distance that they travel on toll roads.

Minister Lui explained that for example, the data collected would be about how many motorists used which roads between what times but each motorist would simple be a digit and that digit would be lumped together with the others to aggregate the total road use between those times.

Patterns may be found in the road use numbers but individual cars would not be tracked for their journey.

This road use data can also be given out in real time to motorists through the on board unit so that drivers can make more informed decisions about their route depending on traffic.

Mr Lui said that the system is expected to be ready by 2020 and the process is ongoing so he doesn’t have a cost figure.

However, he also said that there are many benefits of the new system including a more equitable road pricing system and valuable information on traffic data.

He also said that it is cheaper in the long run than the traditional ERP systems.

Overall, the new system is part of a holistic approach to managing traffic which also include promoting public transport and limiting the car population.
