Former SCDF chief charged with corruption

SINGAPORE: Former Singapore Civil Defence Force chief Peter Lim Sin Pang has been charged with 10 counts of corruption.

He allegedly obtained sexual gratification from three women between May 2010 and November 2011.

In return, the 51-year-old would show favour to the companies where the women are working, for IT-related tenders called by the SCDF.

The three women held senior positions in their companies at the time of the alleged offences.

They are Pang Chor Mui, a general manager at Nimrod Engineering, Lee Wei Hoon, a director at Singapore Radiation Centre and Esther Goh, a business development director at NCS Private Limited.

The offences allegedly took place at the car parks at Big Splash East Coast Park and the Singapore Indoor Stadium, apartments and even at a hotel in France.

The former commissioner was arrested by the Corrupt Practices Investigation Bureau in January this year and removed from his post to help with investigations.

He is now out on a police bail of S$10,000.

Lim's passport has been surrendered to the CPIB.

Dressed in a blue long-sleeved shirt, Lim appeared worried as his charges were read out in court.

He was accompanied by a man and a woman, who later told the media that they were there to give Lim moral support.

Lim will be back in court on July 5.

he three women who had requested for sexual favours from the former chief of the Singapore Civil Defence Force (SCDF) have been named in various reports. However, their identities have not been confirmed yet.

According to the Corrupt Practices Investigation Bureau (CPIB), Peter Benedict Lim Sin Pang is charged with corruptly obtaining sexual gratification on a total of ten occasions from two female vendors and one potential female vendor to the SCDF in return for tenders on IT-related contracts.

If found guilty, the three women may also be charged. According to Lianhe Wanbao, lawyer Amolat Singh said that the women involved have also broken the law, and are likely to be charged. They face either a fine of up to $100,000 or a maximum jail term of five years, or both.

Lim has not made any plea yet. If he pleads guilty, he is likely to only face three charges, according to reports. The other seven charges will be taken into consideration during his sentencing.

The three charges are for accepting sexual offers on May 2, 2010 with Pang Chor Mui; on October 18 to 21,2011 with Lee Wei Hoon; and on April 20, 2011 with Esther Goh Tok Mui.

The next hearing will take place on July 5.

According to Lianhe Wanbao reports, Lim knew Ms Pang before she joined Nimrod Engineering about seven years ago. She did not show up to work Wednesday according to reports. Her company spokesman said that while Nimrod Engineering is assisting police with investigations, no one has been charged yet.

SINGAPORE - According to lawyers interviewed by The Straits Times (ST), the word "obtain" used in court documents indicate that former Singapore Civil Defence (SCDF) chief Peter Lim Sin Pang is likely to have been the party who brought up the sex proposition.

Lim faces 10 charges of engaging in sexual trysts with three women in return for favouring their companies during IT-related tenders held by the SCDF.


Criminal lawyer Mr Foo Cheow Ming pointed out that the word "accept" would have been used if the women were the ones who offered sex.


In legal terms, it is understood that when it says Lim 'obtained' gratification, it means he had asked the women for it, Mr Foo said.


Another unnamed source close to the investigations told ST that the use of the word would not have been without consideration and that it was "for a purpose".


The three women embroiled in the sex scandal are Ms Pang Chor Mui, a general manager at Nimrod Engineering; Ms Lee Wei Hoon, a director at Singapore Radiation Centre; and Ms Esther Goh Tok Mui, formerly a business-development director at NCS Pte Ltd.


Lim, who is married, is currently out on bail of $10,000 and his passport has been surrendered to the Corrupt Practices Investigation Bureau (CPIB).


His case has been adjourned to July 5, when a pre-trial conference has been scheduled.

If convicted, he could be jailed up to five years and fined $100,000.

SINGAPORE: The former chief of the Central Narcotics Bureau, Ng Boon Gay, will be claiming trial to the four corruption charges he faces in the sex-for-contract case.

Ng is accused of obtaining sexual favours from Cecilia Sue Siew Nang, a sales manager of two IT vendors.

Ms Sue was the sales manager of Hitachi Data Systems from June to November 2011. She joined Oracle Corporation Singapore in December last year as its senior sales manager.

Ng's lawyers, Tan Chee Meng and Melanie Ho, said in a statement on Thursday that since the last court mention on 26 June, they have been in discussions with the Attorney-General's Chambers to get details of the charges.

Mr Tan had previously sought clarification on how Ng's alleged offences had helped to further the business interests of Ms Sue.

But on Thursday, Ng's lawyers said they have not been provided with the information requested.

So Ng will claim trial on all four charges.

Mr Tan said that he will raise the point with the trial judge that his client will be prejudiced as the charges are "too general".

He added that the charges do not state what the alleged corrupt acts were, and do not specify what business interests were involved.

In the meantime, he said he hopes to obtain some clarity on the allegations made against Ng, so that he can "properly defend the charges he faces".

The case will be mentioned on 16 August.

THe best thing that can come out of this is if the lawyers quote LKY's extra egg analogy. It is like LKY went to buy kway teow and got a free egg and didn't mind it. When he picked up his order. The adjacent drinks store owner saw LKY and suggested that green tea would go well with his kway teow. THe drink stall owner didn't want to take any money from LKY as that was his response to the kway teow seller giving LKY a free egg.

Similarly, the women gave free abalone without having any intention of getting themselves into a preferred position for business dealings. This was a sincere gift and the women enjoyed having a good time with men in power.

From newspaper reports, it would appear that AGC is the party obstructing the potential of a 'work-out something'. Not sure if you are right on NBG getting the wrong advice and throwing away his $$$$$$. If I happen to be in his shoes, I'll do the same and fight it out in court. There are points in his favour.

In the case of PL, my hunch is that he has a lesser chance compared to NBG.
