It doesn't seem like PAP was in anyway the requisite reputation damage control mood/mode since Feb2023, in anticipation for not just the front page grabbing event of another Speaker of Parliament resigning from political office, but this time, an ex-minister of Social and Family development as well and if matters weren't bad enough, it was another PAP parliamentarian who was the EMA accomplice, leaving at the same time.
IMHO, sans the 2 a/m required clarifications, the balance of probabilities prevails that it is the known incompetence of PM Lee to handle 10 opposition MP in parliament that induces dependence on both clumsy and promiscuous henchmen like TCJ to fix them.
