This are some ways to make the current CPIB more effective as it "wont be beholden to anyone".

CPIB reports to PMO. Sensitive investigations require the consent of certain key PAP elders in PMO.

In theory, D (CPIB) can go directly to the President if a sensitive investigation is blocked.

Unfortunately, the current President is himself a key PAP elder.

Last year I stayed in Minto Yorkville service apartments, 61 Yorkville Ave, Toronto for 3 months from May to July to accompany my daughter who was studying at the Appleby College in Oakville.

The people in Toronto are friendly and I enjoyed my stay there very much. Your tap water is so clean compared to our newater and your cars & houses are so very cheap too.

The fashionable Yorkville, near Yonge and Bloor Streets, or nearer to Bay subway station, very convenient in downtown, within walking distance to numerous museums, art galleries, boutiques, and restaurants. The water is from Lake Ontario, and my not be as clean as the old days. Cheap or expensive, is all relative.

The next time you are in Toronto, please give me a shout.

Is there a possibility of people above 60 migrating there as petrol pump attendants or anything the Canadians do not want to do?

Over here even cannot become a toilet cleaner as all posts taken up by "aliens"

I am not familiar with the ever changing rules for immigration. However, based on what I know from the past, they prefer potential immigarnts who are under age 40 (based on the points system, unless you qualify as a sponsored family member), or as an investor.

Perhaps, you may wish to check with the Canadian High Commission.

Congratulations re: your daughter at LSE in UK.

When I was in Pre-U, I enjoyed Economics and read every recommended book at that level, and always aimed for 100% for the multiple choice part of the exams, and got an A with minimum effort. Fortunately, the savings from NS and a scholarship gave me an opportunity to attend university, whereas, if there was financial resources, I would have chosen to read law and/or economics.

Was told he was Head Prefect at RI. I believe he went on ISD scholarship to LSE. Same scholarship that took Eric Tan and Ng Ser Song for their MA degree.

I haven't been to any major Canadian city before. The only place I've been to in Canada was Niagara Falls. It was a summer holiday trip with some American classmates who knew the way there. The group of us went in three cars all the way up the New York side and crossed the Ontario side of Niagara Falls before looping back. The border crossing was amazingly easy. There was no customs check. The immigration officers just flipped and glanced through our passports and waved us through. No stamping on passports, no limit on days of stay! I'd have loved to extend the trip to Toronto but most of my American classmates weren't interested. They said it's just another steel and glass city with nothing much to see and US already has plenty.

Do agree with the need to review the set-up. I would also suggest that their staffing competency needs to be improved. They have a history of missing the obvious cases.

My sense is that CPIB needs to be overseen by PSC equivalent board of governors. Audit Depts typically have a line to the board and to risk committee which must include an independent director.

I think it is about time that the Prevention of Corruption Act be widely-read by Parliamentarians and made to go through a revision with the following additions:

1) CPIB to be brought under the office of the Elected president. A committee be formed to assist the President. The committe to be drawn from members of the public, eg from religious bodies, retired civil servants, proffesional bodies, etc..

2) Top civil servants (from PM, Ministers downwards) and departmental chiefs (including SAF Generals, Police Chief and downwards) involved in acts of corruption be given much more stiffer penalties so as to send a message that holding high office DOES NOT mean being able to abuse authority.

3) The people involved in the controversial issue (like the lady in the CNB/SCDF saga) be made to face the same charges under the law - "in furtheranc e of common intention", etc...

4) Whistle-blowing to be encouraged and whistle-blowers given a reward and protection.

This are some ways to make the current CPIB more effective as it "wont be beholden to anyone".

Since there is an interest about BL, let me throw in what I know and add to what GD has stated. I think I have said these things in the past.

BL now sits at the apex of Intelligence for Singapore. This role was originally conceived after 9/11 and follows the approach similar to the Australian Office of National Assessment. He has also been tasked to identify senior talent for the Govt within PMO. This is in addition to his Nat Development remit where sensitivities of pop demographics and housing comes into play.

BL has exceptional EQ. I first met him in 1980 and you could tell that he was easy going, very bright, highly articulate and more importantly one of the chaps. Chubby and does not even look like a scholar but certainly had presence. He obtained a 1st class honours in English and at that time it was a rarity. As he entered service (similar to ramseth) as a regular straight from school without doing NS, his NS component was built into the required 5 years Police service. Shortly after joining as a PC, he left for Uni. If he was not in the scheme, I am sure he would have been absorbed into Admin Service from day 1.

There is also another interesting aspect to BL - the habit of breaking rules that don't make sense or has little significance.

Like everything in life, a little help is needed. Old man knows his father.

If he has any flaws, its his habit of giving too much leeway to his friends and squad mates. His squad mates from his PC and Senior Officer Training days are in ISD and some of them are not fit to sell rojak along a five foot way. There is a Sgt who went to CNB made a mess with running informants, ran back to the Police and then taken in by BL to ISD. He is now superscale officer and this chap is still playing games.

The other thing is that he is totally devoted to the job that his marriage ended up on the rocks.

In essence, an exceptional quality individual but too nice a guy.

I am aware that he read English, but until [GoldenDragon] indication that BL went to LSE, I had no idea. By the way, did BL had to go through being a PC before he became an Inspector? Did the SPF not have direct entry to be a commissioned officer by that time? Or did the officer scheme similar to SAF's SMC start around the time of the 3 SMC, in Dec 1975?

I agree with you that you should have extended your trip to include Toronto.

Similar to your situation, decades ago, one of my classmates was reading a Masters in USA. He came to Toronto, and we had a blast. With some persuasion, I suggested that he joined my Canadian friends and I for a weekend at my friend's cottage, and that he go to take a look at Ottawa and Montreal. Luckily he did, because, he has never been this way again.
