Don't really know the legal implication. But remember the case at Marina Bay Sands where the casino claimed a certain jackpot machine had a fault and wrongly gave out a jackpot win? They ended up having to pay the prize. So I guess even if it is a mistake, they have to stand by the mistake. But throwing away a ticket means you have no proof so how to pay even if they want to? My "cooling period" is both giving things a chance to settle down and pure laziness.
The case for not paying those who threw away is logical since there is no proof.
