Starting April 22, travellers arriving in S’pore from India have to serve 21-day SHN
SINGAPORE — Travellers with recent travel history to India will soon have to serve a 21-day stay-home notice (SHN), up from the current 14 days, the Ministry of Health (MOH) said on Tuesday (April 20), as the Covid-19 situation in the South Asian country worsens.

These travellers will have to serve the extra seven-day SHN at their place of residence after completing their 14-day SHN at dedicated facilities. They will be tested for Covid-19 twice, upon the completion of each isolation period.

The updated requirement kicks in from 11.59pm on Thursday, including for travellers who have not completed their first 14-day SHN by that time, MOH said in a statement.

With immediate effect, the ministry will also cut the number of approvals for non-Singapore citizens and permanent residents with recent travel history to India from entering Singapore.

“Migrant workers arriving from India in the construction, marine and process sectors will continue to be subjected to a 21-day SHN. These measures will minimise importation risks and protect public health,” MOH added.

The tightened restrictions come as daily Covid-19 cases in India soar to record highs and amid news that a “double mutant” variant of the coronavirus had been detected in India.

Meanwhile, Singapore will ease border restrictions for travellers from Hong Kong. From 11.59pm on Thursday, they will undergo a reduced seven-day SHN, down from 14 days, which can be served at their place of residence if suitable, MOH said.

Long-term pass holders and short-term visitors with travel history to the United Kingdom and South Africa within the last 14 days will, from 11.59pm on Thursday, be allowed entry into Singapore, after the authorities earlier restricted entry and transit due to concerns of a more contagious coronavirus strain.

HONG KONG: At least 53 passengers on a flight from New Delhi to Hong Kong have tested positive for COVID-19, authorities said on Tuesday (Apr 20), as the Chinese financial hub introduced an emergency ban on arrivals from India over a new wave of cases.
The passengers flew into Hong Kong on a flight run by Indian operator Vistara on Apr 4.
The positive tests are significant as Hong Kong is regularly recording fewer daily cases than the total detected on the flight since it brought a fourth wave under control in January.
Authorities have now imposed a two-week ban on all flights from India, Pakistan and the Philippines that began on Monday, categorising the countries as "extremely high risk" after detecting the N501Y mutant COVID-19 strain for the first time in the local community.
Its capital New Delhi went into lockdown from Monday night as officials scramble to get surging cases under control.

The Vistara aircraft can hold 188 passengers but Hong Kong authorities did not announce how many it had been carrying.
The positive coronavirus results surfaced while the arrivals were undergoing Hong Kong's mandatory three-week quarantine period, one of the strictest entry regimes in the world.
All travellers flying into the territory from 25 places deemed high risk including Britain, South Africa, India, Pakistan and the United States must also provide a negative test within the 72 hours prior to departure.
Several cases have also been detected on flights arriving in Hong Kong from Mumbai, authorities said.
Densely populated Hong Kong was one of the first places to be hit by the coronavirus, but the tough entry conditions, strict social distancing measures and universal mask wearing have helped keep infections to just over 11,000 with 209 deaths.
About 9.8 per cent of the city's 7.5 million population have been vaccinated so far.

India — As the Covid-19 cases in India spurt to unprecedented levels, the United States has asked its citizens to avoid travelling to India. “Even fully vaccinated travellers may be at risk for getting and spreading variants and should avoid all travel to India. If you must travel to India, get fully vaccinated before travel,” the Centers for Disease Control and Prevention (CDC) said in an advisory.
This comes a day after the US state department said that it would issue specific warnings against travelling to roughly 80% of the world’s countries due to pandemic risks. It also asked Americans to reconsider their international travel plans before proceeding in view of the viral infection resurfacing in many countries. “The Covid-19 pandemic continues to pose unprecedented risks to travelers. In light of those risks, the Department of State strongly recommends US citizens reconsider all travel abroad,” it said.
However, the department has not revealed which countries will fall under which category. That will become known as guidance is issued individually for each country in the coming week.
The United States hasn’t had a global advisory warning against international travel since August when guidance was revoked by the Trump administration. The state department’s assessments for classification of the countries include Covid-19 infection rates as well as the availability of local testing and treatment.
