jw5, when you say some are doing it for benefits or that some are sycophants, all of that adds up to the same thing -- self-interest and selfishness. These people cannot look beyond the narrow confines of their own situation or that of their family's. I discussed this very issue with friends over lunch this past weekend and we came to exactly the same conclusion. In Spore very few people will stand up for others who are being victimised. That is not in their character. This is the problem of most whose antecedents is peasant stock.

I don't think being "stupid, ignorant, brainwashed" are valid excuses to explain voting patterns. These reasons may have been valid 20 years ago, but not in the current information age.

Your first para above I agree, except the part about peasant stock. Imo, it's more nurture than nature, including following the examples of people in positions of authority and power, family members, leaders.........................

I would however have to stand by my comment that "stupid, ignorant, brainwashed" are valid reasons, and you left out "scared".
Information and education mean nothing, if people have any of those characteristics.

However, Mr S. Chandra Das, chairman of Action Information Management, clarified in a letter to the media yesterday that the council had requested two extensions from the firm on the use of the systems.
The first one was until Aug 31 last year and the second one was until Sept 9 last year, which Mr Chandra Das said Action Information Management had "readily agreed" to.
"If Aljunied-Hougang Town Council had asked for a longer extension, Action Information Management would have similarly agreed," he said.
"However, after the second extension, (the council) did not ask for further extensions."

The above reply from ah neh Das could be just words from a snaked tongue. They could have been very uncooperative that Sylvia decided not to extend further.

Workers Party chairman Sylvia Lim has raised the issue of the systems' ownership used by the 14 PAP town councils, asking why these councils, which had developed them, had transferred the ownership to a third party.

AIM became the new owners in January last year and its three directors are former PAP MPs: Mr Chandra Das, Mr Chew Heng Ching and Mr Lau Ping Sum.

She also questioned AIM's contract with town councils, as it allows the company "to issue a one-month termination notice should there be a material change to the composition of the town council."

She said: "How is it in the public interest to have such a thing?"

Asked if she was saying that the move was politically motivated, Ms Lim said: "I'm asking why the agreement was structured this way and why the PAP town councils relinquished ownership of the systems."

Attempts to contact AIM last night were unsuccessful.

Basically the Town Council paid for the software development with a IT company. After a few years they transfer this developed software to their three donkeys - chandra das, chew heng ching and lau peng sunk.
There is some fish in there.

IT company must be some GLC.

The annual Town Council Management Report was released last Friday, highlighting estate maintenance as an area for improvement.

Aljunied-Hougang Town Council (AHTC) was the only town council to get a red band for its management of residents' arrears in their Service and Conservancy Charges (S&CC). AHTC’s grade for corporate governance was also pending its auditor's report.

The AHTC blamed thus: due to the transition of auditors after GE 2011, they had needed more time was to complete the process. AHTC also accused that it was not part of the previous computer and financial IT systems shared by all PAP Town Councils and now provided as a service by a new third party vendor.

Granted, there is a change of auditors, Town Council staff and IT systems due to (a messy?) changeover from GE2011. But, you must agree with me that resident’s life must go on?

Truth be told:

More than 5% of Aljunied and Hougang households have S&CC arrears overdue for 3 months or more. And more than 50% of the Town Council's monthly S&CC collectible is overdue for 3 months or more.

This is a sign they have inadequate resources or competencies to run the Town Council. From the latest Town Council report published, AHTC was the only TC that posted severe arrears. Why?

This is not a trivial matter. While some town councils may choose to be more forbearing in recovering their S&CC arrears, they need to strike a good balance between being lenient (understandably to be empathetic to residents who may be facing financial hardship) and the ability to upkeep the estate sustainably. Is the Worker’s Party so caught up in scoring political points, they are neglecting their basic responsibilities?
Who suffers? Responsible households who pay their S&CC on time.

From the financial statements, the average total mean monthly S&CC fees per year is approximately $5.5 million.
Therefore monthly collection on average is approximately $463,000.

So if they have been owed 50% of the monthly collectible for the last 3 months, means they have been in arrears about $232,000. This is sizable amount which they haven't been able to collect.

2. AHTC had said that their IT system for financial management was terminated and further extension was not granted by the new third party service provider. Not acceptable. So by not fixing the problem, they can claim that they’re bullied? Can they not at least come up with an interim IT solution? Similar IT systems these days need not be developed from scratch, there are off-the-shelf products at least to keep things going. It is risky not to have reliable backup plans for running big estates like Aljunied.

Is the PAP bulling them really? No. Ever heard of “economies of scale”? You buy more, you get cheaper. Simple theory. You run your own town council, you get your own system.

3. Prior to the merger of Hougang and Aljunied Town Councils, the grading of the Aljunied Town Council was green, so the merger appears to also have a negative impact on performance. Is this indicating that the integration had not been smooth going? Do they have the necessary resources to manage the bigger and now more complex AHTC?

It is important to clarify the above questions so that the well-being of residents in these estates can be assured and the overall standing in terms of resources and competencies of WP in running big estates can be validated.

This fiasco reminds me a little of what my Chinese teacher taught me when I was a kid:

Get your career in order before you start a family.

January 2011,AIM became the owners of the financial software.
August 2011,AIM terminated the lease agreement by giving one month notice to Aljunied TC.
1st extension of lease till 31-8-2011.
2nd extension of lease till 9-9-2011.
The lease agreement is prima facie null and void as it is unconscionable.
U don't develop and change to new software in a company overnight.
U will usually change to new software and do parallel run with the old software.
From this incident,we know that AIM people do not understand anything about IT.
What we can deduced is that there is a malcious intent to sabotage the operations Aljunied TC..
