What Happened In Parliament: MND: [That said, TCs must also be prepared to accept the decision, and abide by the rules and procedures that govern all TCs. A TC cannot only accept decisions or rules that suit the TC, and disregard what is inconvenient to the TC. All parties must play their part and work within the framework of the laws and national policies.

For instance, all TCs are required to maintain letterboxes as these are part of common property. All TCs have abided by this statutory duty for many years. But HDB has told us that AHPETC has refused to carry out its duty to repair a resident’s defective letter box even after HDB has clarified this several times with the TC. I wonder if this is one of the cases which Ms Lim sees as one that would go to her housing tribunal that she has suggested. But in fact, AHPETC’s General Manager insists that HDB requires all residents in its constituencies to sign a letter of undertaking to maintain and repair their own letterboxes. If the residents refuse to sign this undertaking, AHPETC wants HDB to hand over the residents’ letterbox keys to the TC. HDB cannot agree to this because it is clearly the TC’s responsibility to maintain the letterboxes and it is collecting S&CC; the TC should not be passing the cost of repairs and maintenance to its residents. HDB also cannot agree to passing over the residents’ keys as it compromises the privacy of residents. And I must say I think we all agree with HDB. So these, these are a different dimension. There are disputes between residents, as well as HDB and TCs. But also equally, there may be some disagreements between TCs and HDB.

But HDB has also told us that AHPETC has been letting out public spaces at Hougang Central Hub and Kovan City to outside businessmen and retailers for profit. This contravenes HDB’s guidelines, which allow, but control the frequency of, such promotional activities, to mitigate the impact on the businesses of shopkeepers, who also pay the TC S&CC. A number of shopkeepers are unhappy about this. HDB has therefore written several times to remind the TC of the guidelines, to no avail. The TC had simply ignored HDB. Madam, MND is prepared to help TCs, all of them. But TCs must also comply with the rules. WP back at playing the victim after AGO uncovered AHPeTC overpaid their friends at FMSS through a series of overcharging. When its cost overran, AHPeTC unilaterally cut 2 NRP projects. Guess who the residents blame?

In Pariament, MND: [As Mr Singh would be aware, in FY12 - FY14, over just a three year period, MND has given AHPETC 6 HIP and 3 NRP projects. This is comparable to the number of projects received by other TCs.

MND gave AHPETC full flexibility to nominate and prioritise the eligible HIP and NRP projects assigned to it. AHPETC has used this flexibility to give a big share of the projects to Hougang SMC, although Aljunied GRC has more eligible projects. Nonetheless, that is of course a call the MPs are entitled to make.

Mr Pritam Singh would also be fully aware that after various NRP projects were handed over to the AHPETC to be implemented, AHPETC had unilaterally cut the works at Serangoon North Ave 1 and 2. The works were cut because the TC’s cost overran and exceeded the approved budget. As a result, residents will no longer get shelters over the basketball court at the Family Park and the Community Plaza, which were committed earlier. The local grassroots informed HDB that residents had the impression that the items were cut by HDB because AHPETC was run by the opposition. That’s not true. Again this is a mischievous distortion. These items were cut because the TC’s costs are higher and exceeded the approved budget.

MND has been fair to AHPETC and has treated AHPETC no differently from other TCs. Indeed when it comes to exerting its autonomy even against prevailing HDB policies, it is the AHPETC that has been especially aggressive and often with total disregard to such national policies. ] ~ Dr Maliki -

Solve the train breakdowns first... Its already becoming a national crisis with the constant breakdowns affecting millions of commuters.. Repairing a damaged letter box only takes less than 5 mins..

AHPETC comes under fire for project management, ‘distortion’

SINGAPORE — The way the Aljunied-Hougang-Punggol East Town Council (AHPETC) had handled upgrading projects in its constituencies came under scrutiny in Parliament yesterday.

In one case, the Workers’ Party (WP)-run town council pulled the plug on its plan to build a shelter over a basketball court in Serangoon North Avenue 1 because of cost overruns, said Minister of State (National Development) Mohamad Maliki Osman during the Ministry of National Development’s (MND) Committee of Supply debate.

Not only were residents deprived of the promised facilities, they were also given the impression that the plans had been scrapped because their wards are run by an opposition party, which Dr Maliki described as a “mischievous distortion”.

WP Member of Parliament and AHPETC vice-chairman Pritam Singh rejected Dr Maliki’s charge. Mr Pritam had earlier called for an avenue to appeal for funds disbursed by the Community Improvement Projects Committee (CIPC), especially where opposition-run town councils are concerned.

CIPC projects have long been a sticking point in opposition wards as they are assessed by Citizens’ Consultative Committees, which are grassroots bodies under the People’s Association.

Unlike town council-nominated projects under the Home Improvement Programme and Neighbourhood Renewal Programme, funds for CIPC projects are not meant to be disbursed through any town council.

Dr Maliki stressed that AHPETC’s proposals had been given significant consideration and support. For example, 12 of 17 projects approved for CIPC funding in AHPETC wards were proposed by the town council.

Fellow Minister of State (National Development) Desmond Lee also criticised AHPETC for shirking its responsibility in maintaining common property such as letter boxes — a statutory duty that all other town councils have abided by for many years.

Instead, Mr Lee told the House that AHPETC had insisted that the Housing Development Board (HDB) require residents in its constituencies to sign a letter of undertaking to maintain their own letter boxes.

AHPETC had also asked that it be given the letter-box keys of residents who refused to do so.

“HDB cannot agree to this as it is clearly a town council’s responsibility to maintain the letter boxes, as it is collecting service and conservancy charges,” said Mr Lee, adding that residents’ privacy would also be compromised.

Addressing AHPETC chairman Sylvia Lim’s call for a “low-cost housing tribunal” to arbitrate disputes among the HDB, town councils and residents, Mr Lee said town councils have several options in such situations. They include writing to the MND, which has a team of officers overseeing town-council matters.

“That said, town councils must also be prepared to accept the decision and abide by the rules and procedures that govern all town councils. A town council cannot accept decisions or rules that suit the town council and disregard what is inconvenient … ,” Mr Lee said.

But it is not clear ...HDB is overall incharge, yet it wants TC to do the work.
