Jib kor blackmailed by PAP. Thats why its so easy. And does not involve any payment. Just issuance of share certificates for several pieces of land which jib kor must pump in money to develop. Good deal for PAP.

Similarly, high speed train, jib kor must pay 90%, PAP only 10 but get all the benefit.
