I think this statement got problem. If the city is more expensive, then of course their wage should be higher than sinkies.
The problem or issue comes only if lower ranked cities have higher wage than sinkieland.
Let me simplify.

()But compare that with SINGAPORE WAGE LEVEL–Singapore is at 48 just below Moscow and above Istanbul.
Singapore’s PURCHASING POWER–We are somewhere in 55–even below Kuala Lumpur.
This is the kind of statement which is coherent and intelligent. Less expensive city have bigger pay and higher purchasing powers means the gahmen has done a fuck job.
That UBS "analysis" is poor compared to our fellow forumer.
