I believe it has to do with her dialect group. Back in the old days most surname follow the pronunciation of their individual dialect group. For instant 姚 in Teochew will be Neo and in Hainanese is Yau I think.

So for her case she may be a Hokkien(I think)

Nonsense. 杨 in Teochew and Hokkien is transliterated as Yeo or Yeoh (Penang), in Cantonese as Yeong or Yeung (HK).

Teo (张) is her husband's surname, which she has adopted.

Not an ordinary civil servant. He is CEO of IE, which recorded wrong data for economic reports resulting in a one or two month delay in the release of the data. Looks like incompetence runs in their family.

Those with yeoh or Teoh are usually Malaysian. In sinkieland we spell it as Teo or Yeo. It the same surname with different spelling.
