Minister Chan Chun Sing can speak English well.

He was a President's scholar, which makes him one of the top students of his time.

He was educated at Cambridge University and graduated with First Class Honours in economics.

Meritocracy us not the criteria in admitting students into top schools. They gauge your probability to becoming somebody famous or successful. That means from prominent back ground. Or very good salesman Behaviour. They want the alumni to be successful so can contribute to the university's finances.
