Shouldn't town councils govern private estates too?

<!-- end left side bar --><!-- story content : start -->I DISCOVERED recently that town councils govern only public housing, and not private housing. Hence, the bulky item disposal service available to HDB residents is not offered to residents of private estates.
Is this because residents in private housing do not pay the monthly town council fees? And fees aside, what is the rationale for this policy? Are not the residents of private estates also the responsibility of the MP in that area?

erm, private estate if require bulky item disposal... can't they just call a private company to do the job?
