My best guess is he/she has no attempt to swim across. He went through immigration check point at JB. So with all the heighten security after his escape, he still manage to sip through the border via simple disguise as a woman, so what would this mean to the immigration system?

Everyone knows what he did wrong.

All the JI network could be charged in court because there is evidence of their intentions (trainings, maps, videos ...etc). But because they had not enacted their intentions, if you charge them in court they will be found guilty but their sentences will be pathetic and they will be out in the streets again.

ISA is preemptive and you should thank your lucky stars it is enacted before they blow up your family.

The more appropriate questions should be:

1 Why is Cabinet so kind to WKS whose Ministry screwed up so badly? - MSK's escape.

2 Why is MHA so kind to the officers who were negligent and complacent, leading to the escape?

Answer to Q1: Because WKS is related to the Lee family. He cannot be punished also because the Lees' treasure loyalty and blind obedience.

Answer to Q2: Because if punishment is too harsh, it doesn't tally with action taken against WKS (which is zero).

Let's not conclude that the 3 involved in harbouring were let off lightly. When you compare their jail time with what WKS and his officers 'suffered', I dare say the outcome doesn't appear fair.
