The more jobs being classified as low class the better for the employers as they can use cheap labour and cut costs,,the problem is if the middle class continue shrinking and we keep getting these cheap labour,,,they wont spend than how the economy grow? In ang mor lands,,their gahmen wants the people to spend more so they economy can grow,,,but in spore,,they want to cut pay,,,with more people only 3 things grow,,food demand, housing and tpt,,,the other sectors how to grow? but of course these 3 areas are controlled by the PAP,,

They may meant it and wanted to classified it as low skill. But they also know it is not acceptable politically to do so.
If only if any one of the (the top paps and civil servant including MP); had read read it carefully they will had corrected it.
Even more worrying is all these all yes men....none dare nor will questioned their boss.

It is a chicken and egg thing. The PAP govt has the habit of regarding low paying jobs as low skilled. Conversely, if it is low skilled, how can it be paid more? Thus, nursing is, forever, left in a bind, regardless of the professional skills involved.

They believe so much in their intellectual superiority that the lower level flunkies who read the initial drafts probably did not raise any eyebrows. The purpose of the flunkies was probably to look at writing style instead of the content. Of course, no one will carry the can for dropping such a major clanger.
