Secondly spend enough to achieve a strong deterrence and no more - when you are too powerful, you become a danger to not just people around you but to yourself, because your power structure can be hijacked ...your neighbors fearing your militarization also end up spending more increasing their capability to inflict more damage on you....
If your neighbor spends $3B why should you ever need to spend $4B?! Spending more on defense encourages our neighbors to also spend more and build more capability to harm us.
