It more for the RC to earn some sort of "brownie" points and also a mean of spending the budget away so that next year budget wont be cut. According to him, if there a surplus, next yr budget will be reduce accordingly, so RC will do all sort of events to spend every cents of current yr budget in order get the same amount next year. As for the "brownie" points, he was not sure what it was as he only a junior member. He only joined to get into phrase 2B primary school enrollment.
