Easy there are two ways which u can do:
1) By http://proxy.org select random proxy but not all will able to work.

2) Download http://hotspotshield.com 100% work no more IP limit.
After installed into ur system double click the icon on ur desktop, it will pop up a browser to load and assigning an IP for ur system.
There's a small icon at ur system tray when it turns green u may start vote... to speed up ur voting juz right click the small green icon and click exit. Then restart ur hotspotshield and repeat all again... p/s When using this software u might need to shut down ur firewall if u have one.
