Caution from the photo shot from height, that is really a misleading death trap. Because it LOOKED LIKE A FLOODED PAVEMENT with green rails on it's left.

So it is only natural that boys tried to walk on that DEADLY PAVEMENT!@

It is not pavement but Vivian Balakrisnan's LONGKANG!:*: is that how he died :(

THE drain at Mandalay Road in Balestier has only been partially fenced up, claims an AsiaOne reader.
Mrs Lee, a resident staying nearby, said that portions of the drain were "still unprotected".

In addition, the flooding problem was still present as flood waters had overflowed onto the road after this morning’s rain.
“The flooding here is so bad that car engines get stalled,” she said.
Her comments come on the heels of an incident on June 1 when a 15-year-old Indonesian student, William Lim, drowned after he was swept away by flood waters.
He had walked into the 0.5m drain at Mandalay Road and was swept into a connecting drain that ran underground.
His body was found at about 10.45pm at a canal near Whampoa Drive after a seven-hour search by the Singapore Civil Defence Force.

  1. It looked exactly like a flooded pavement with green railings between the road and the pavement.
  2. Because there is no other pavement.
  3. When road is flooded one would expect pavement to be also flooded.
  4. To walk on the road is the only way there but when there was a flooded drain that looked like a safe pavement, people will be seriously mistaken, or deadly mistaken.
  5. People want to walk on pavement guarded by railing because of safety, to be save from traffic and puddle splashing.

Installed railings the next day! Impressive! Fast but MISSED! 大声不准!:*:

Installed at everywhere else but @ where boy fell drowned!:oIo:

  • Pointers for MEWR:
  • Post Flood Zone Safety Warning Signs @ Unsafe Areas ASAP.
  • Publish Public Safety Guide for Rain / Flood
  • Fix your LongKang / Barrage - not The Opposition!
;)

Singapore government has the problems of considering costs above everything else. They took so much taxpayers money by the billions for HO jinx to waste instead of building proper and safe infrastructure for the citizens. This one accident is just too many. I wonder how many accident will happen before PAP start to seriously build railing along all deep drains. If a 16yo boy can get drown in a drain, than the flooded road is certainly not safe for children and old folks too.
