The CECA tenants at my condo act quite aloof towards local residents, but are noticeably warmer and more courteous towards Caucasians.A country with an entrenched caste system complaining about discrimination.

3,000 years of the caste system have institutionalized class and caste discrimination in India. 190 years of British rule have indoctrinated in them the 'memsahib' complex which makes them suck up to Caucasians.
That said, there's a local Chinese saying that describes Indians to a T: 见高就拜，见低就踩 (step on those below you, brown-nose those above you)
